Re-Scheduled City Council Meeting
December 30, 2024

Mayor Clark called the meeting to order at 6:01 pm, the pledge of allegiance was recited,

and the roll was called. Mayor Clark amended the agenda to include an announcement

from Councilor Gangler, also amending the agenda for item number IV to remove the

part including the water project.

Minutes: The minutes from October 16, 2024, were considered. MSP: To approve the

minutes of October 16, 2024, Councilor McClung/Bradford. All present voted in

favor.

The minutes of November 6, 2024, Workshop meeting were considered. MSP: To

approve the minutes of November 6, 2024, Workshop meeting Councilor

McClung/Bradford. All present approved.

Recognition of Visitors: Mayor Clark read out loud agenda item number III, Recognition

of Visitors, for all present so that the public may understand how the public comment

period is run.

RESOLUTION No. 2024-09: A RESOLUTION TO DESIGNATE, OBLIGATE, APPROPRIATE

AND EXPEND THE ARPA FUNDS AS REVENUE REPLACEMENT. MSP: TO APPROVE

RESOLUTION No. 2024-09 Councilor McClung/Gangler. All present voted yes.

Accounts Payable: Rob Gaslin the City’s CPA, read aloud the City’s financial overview,

and the appropriations review. The Council review the check detail. MSP: To pay the

City’s bills for November & December Councilor McClung/Gangler

Councilor Pam Gangler: Councilor Pam Gangler announced that she is resigning from

her position on City Council as of January 1, of 2025. Mayor Clark said he was sorry to

hear that and thanked Councilor Gangler for her time and service on the council.

Clark’s Disposal: Mayor Clark gave Ferrell from Clark’s Disposal the floor. Ferrell

addressed the council saying that Clark’s Disposal hasn’t raised their rates since 2019,

asking the council to adopt the fuel surcharge rate as the new rate. In summary

requesting a rate increase in leu of the fuel surcharge. Ferrell’s request would not change

the monthly bill for Prairie City residents. All council members present agree to Clark’s

request.

Public Works: Not present.

Fire Report: Fire Chief Marvin Rynearson said legislature didn’t fund the staffing fire

prevention grant that the City has received in previous years, because of the cost from all

the catastrophic wildfires that Oregon had last summer. Chief Rynearson reminded
everyone that the New Year’s Eve fireworks celebration will be once again on the 31st at
7:00 pm, the same location at the City’s Industrial property.

January’s City Council Meeting: Per Rob Gaslin’s request, Mayor Clark asked the council

to consider moving January’s monthly City Council Meeting back a week because it falls
on the 8th of the month and is too short of turnaround time for the City to receive all the
invoices and get them paid. The meeting was scheduled for January 15, 2025, the third

Wednesday of the month instead of the second Wednesday. All the council present

agreed.

Speaker’s Roster: Mayor Clark addressed visitor Frances Preston who had signed up on

the speaker’s roster. Preston requested Clark’s Disposal credit or refund customer

accounts residing in Prairie City for the monthly fuel surcharge rate for the months of

July, to current. Preston stated that fuel has not been above $4 gallon since July of 2024.

Mayor Clark asked Clark’s Disposal what they felt about that. Kahlie Clark said that she

thought our franchise ordinance stated that they couldn’t remove the fuel surcharge

until the council voted to approve removing it. The mayor said that they will have to

review the ordinance for clarification. Ferrell Clark addressed the council saying that the

fuel may be under $4 a gallon here in Prairie City, but that doesn’t mean prices are lower

in other parts of the county, (Clark’s Disposal comes from Mount Vernon to pick up

Prairie City’s garbage) and that the Statewide average is still $4 per gallon.

Adjourn: MSP: To adjourn the meeting at 6:26 pm Councilor McClung/Bradford. All

present in favor of adjourning the meeting.
