Council Meeting
February 15, 2024

Mayor Officer opened the meeting at 6 pm, the pledge of allegiance recited, and roll call
taken. Councilor was not present with an excused absence.
Minutes:
The minutes of January 10, 2024 were considered. MSP: To approve the minutes of
January 10, 2024 Councilor Williams/Clark

Mayor Scott Officer announced his resignation and read aloud his resignation letter for
all present and handed his letter to the Shonalie the City Recorder, then turned the
meeting over to the Council President and Mayor Pro Tem Ed Clark.
Mayor Pro Tem Ed Clark thanked Mayor Officer for his service to the City of Prairie City.
Pursuant to Chapter VII, Section 32, of the 2013 City of Prairie City Amended Charter, a
mayor or councilor vacancy will be filed by the appointment of a majority of the
remaining council members. All Council members present agreed to appoint Ed Clark,

mayor pro-tem as the official Mayor to finish out Mayor Officer’s term. MSP: To appoint
Council President Ed Clark as Mayor, Councilor McClung/Williams all present agree.

LOC: Mayor Clark encouraged all of the City Councilor members present to attend the
League of Oregon Cities Conference coming up and emphasized the importance of
continuing our knowledge in City Government to better serve the people.
Town Hall: A brief recap on last weeks town hall to discuss water rates with the
residents who live here.
The people present had requested the City look up last years overage revenue, to
potentially raise overage rates, availability charge, x2 base rate for non-taxpayers,
clarification on what determines a unit, and accessory dwellings to potentially be 1 base
rate per unit.
Councilor McClung suggested if you have services or the “Availability” to connect,
customer should be charged $51.25
A Councilors Work Shop was scheduled for March 6th, 2024 to look through the data
requested.
Accuity: Audit went well, clean audit. Federal Audit, material weakness, corrections
made and letter ready to send showing those corrections. MSP: To sign the letter to
submit action plan with corrections made. Councilor Williams/Gangler all present
agree.

Accounts Payable: Rob Gaslin, CPA, read aloud the city’s financial review,
appropriations review. Rob pointed out that Parks and Roads expenses going up with the
cost of fuel cost etc. The Council reviewed the check detail. Newly appointed Mayor Ed
Clark agreed to be added as a signor on the City’s bank account to replace Mayor Officer.
MSP: To pay the City’s bills Councilor Williams/Gangler all present agree.
Public Works: Chris Camarena has been working with the contractors on the ODOT
sidewalk project locates, all public works hours assisting ODOT will be billable hours.

Fire Report: Marvin Rynearson, Fire Chief gave his report. There was a flu fire, Fire
Department confined the fire, saving the structure.
Hazmat classes coming up.
Other Business: City will start taking the steps to hire a new Museum Director. Chris
Camarena attended the County Court Meeting that recognized the hero’s that pulled Bob
Shive out of the burning car.

The new City Councilor Vacancy will be advertised immediately.
Prairie City School is interested in doing an MOU with the City for law enforcement.

The City’s per diem rates are severely outdated, all councilors present agreed it needs
updated and changed to always update to match what the federal standard is.
