23. Mayor Officer called the meeting to order at 6 p.m. The pledge of allegiance

recited. The

24. roll was called. Councilor McClung was absent.
25. Minutes: The meeting minutes of October 11, 2023 were considered. MSP: To

approve the

26. meeting minutes of October 11, 2023 Councilor Williams/Reagan

28. Sign Board: The lady currently running the sign board in front of the public works

building no

29. longer wants to manage it. All of the Council present agree the City will resume

responsibility for

30. the sign.

32. The Carrie Young Memorial sent the City a donation request. The Council

discussed the

33. importance of the Carrie Young Memorial to the senior citizens in our community.

All present

34. agreed for the City to Donate $1000. All present agreed to give Shonalie Oakes, the

City

35. Recorder permission to write and send the check immediately.

37. Camping Ordinance: If the City doesn’t designate a place for people to camp, the

City would

38. then be unable to designate a time limit. A workshop was scheduled to discuss this

issue in more

39. depth on December 06, 2023. All of the City Councilors present agreed that HB

3115 to be a

40. gross overreach by the State of Oregon, placing an unfair burden on small cities

across the state.

41. Councilor Ed Clark requested the City ask the City’s attorney how the City might
42. legally push back against the State of Oregon. The Councilors discussed putting

together a

43. petition for residents to sign requesting our Representatives to repeal HB 3115.

45. Shonalie Oakes, City Recorder shared with the Council her research of the

surrounding cities

46. water rates and feed schedules. Mayor Officer asked all of the Councilors to take

home the

47. information to study, along with the Draft Water Ordinance.

49. GPCCA has taken the lead on organizing Christmas On The Prairie. The Ornament

contest is a

50. community wide event. Each business in town donated goods or gift certificates.

The Council

51. decided to donate a $30.00 Gift Certificate for the winner to apply to their monthly

utility bill at

52. the City.

54. Ratify payment of the bills. MSP: To pay the City’s bills Councilor

Williams/Gangler

56. Chief Marvin Rynearson reported a small structure fire.
57. Public Works Director, Chris Camarena, reported that he located 50 water meters

missing in the

58. City’s Utility Billing System. Most were vacant lots or vacant homes. This is being

corrected.
