Council Meeting
March 8, 2023

20. Mayor Officer called the meeting to order at 6:00pm and the pledge was done and

roll call taken.

21.  Mayor Officer began the Public Hearing, and read aloud ORS 271.110 and
22. Ordinance No. 2023-02 The public was curious to know how this was going to

affect each one of

23. them individually. They didn’t realize the city was only vacating Sally Knowles

property.

24. At 6:21 pm Mayor Officer closed the public meeting.
25. Minutes:

 The minutes of February 8, 2023 were considered. MSP: To approve the

minutes of

26. February 8, 2023 Councilor Bloom/Reagan

28. Ordinance No. 2023-02:

   An ordinance to vacate portions of Fourth Street West

and Johnson

29. Avenue North. Land situated in Cleaver and Cozart's Addition to Prairie City,

according to the

30. plat thereof, recorded  April 26, 1900, in the  office of  the  Grant County Clerk,

said land being

31. in the SW1/4 Section 2, T.13S., R.33E., W.M., City of Prairie City, Grant County,

Oregon.

32. ORS 271.120 read aloud. MSP: To approve Ordinance NO. 2023-02 Councilor
33. Bloom/Reagan.

35. Paul Petroski:
the blinking

  Mayor Officer contacted ODOT regarding Paul’s grievance against

36. speed sign outside his home. The signs will be moved to another location when

the “Welcome to

37. Prairie City” signs are complete and ready to be installed.
38. Reports:

 Public Works Director, Chris Camarena was gone at a water training

seminar. Fire Chief,

39. Marvin Rynearson was also gone. Mayor Officer announced the news from City

Hall, that the city

40. was awarded a the CDBG Grant.
41. Cell Tower remains in due diligence, and has sixty days to pay the city from there.
42. Mayor Officer amended the agenda to include the old Prairie City Police

Department weapons.

43. Mayor Officer was requesting permission from the council to approve the mayor

to begin

44. negotiations with disposing city owned guns from the defunded police

department. The city owns

45. four guns that are locked up. MSP: To approve Mayor Officer to begin the

process of disposing

46. the city’s guns from the defunded police department
47. Payables:

  CPA, Rob Gaslin, read aloud the City’s budget and expenditure report.

MSP: To pay the

48. bills, Councilor Gangler/Bloom.

50. Camping Ordinance:

  Mayor Officer requested the council to take home the rough

draft for the

51. camping ordinance and read through it. The council arranged a workshop to

discuss any edits.

53. The council approved hiring a clerk. The city will begin advertising for the

position in the newspaper.
