24. Mayor Hamsher opened the meeting at 6:00pm, the pledge of allegiance was done,

and roll call.

26. Minutes:

 The minutes of December 14, 2022 were considered. MSP: To approve

the minutes of

29. Oath of Office:

 Mayor Hamsher called for the beginning of the swearing-in

ceremony for the

30.  newly elected mayor and council members. Shonalie Oakes the City Recorder/City

Clerk

31.  administered the Oath of Office for Mayor Elect Scott Officer, followed by

Councilor Elect Chase

32.  McClung, Councilor Elect Pam Gangler, and Councilor Elect Chase Bloom.

34. Newly sworn in Mayor Scott Officer presided over the remainder of the meeting.
35. Street Vacation:
vacations that the

  Sally Knowles was requesting the legal status for the street

36.  City Council previously approved so that she may begin construction on her lots.

MSP: Approval

37.  to move forward with the City’s intent to vacate. Councilor Williams/Reagan.

39. Public Works:
be receiving a

 Public Works Director Chris Camarena reported that the city will

40.  grant to fix the city’s backhoe. Chris also reported that the City’s New Year’s Eve

Fireworks

41.  show was a great success and enjoyed by all.

43. Fire Report:

  Chief Marvin Rynearson reported a flu fire, the department got the

fire

44.  extinguished.

46. Mayor Officer amended agenda to include the payables.

48. Museum:
for the

 Museum Director Bob Shive announced that he is researching grants

49. upcoming maintenance and repairs that will soon be required.

51. Payables:
52. Rob Gaslin the city’s CPA shared the budget and expenditure report.
53. To ratify payment of the bills. MSP: To pay the bills. Councilor

McClung/Williams

55. Mayor Officer amended agenda to include electing a council president. Councilor

Chase

56. McClung nominated Councilor Chase Bloom. Councilor Pam Gangler nominated

Councilor Brook

57. Williams. Councilor Brook Williams nominated Councilor Jenny Shaw. Councilor

Bloom was

58.  elected Council President with 3 votes.
