Council Meeting
September 14, 2022

18.Mayor Hamsher called the meeting to order at 6:00pm the pledge was done, and roll call
19. taken.

21.Minutes:
22.The minutes of July 13, 2022 council meeting were considered.
23.MSP: To approve the minutes of July 13, 2022 council meeting. Councilor
24. Shaw/Councilor McClung.

26.The minutes of August 10, 2022 council meeting were considered.
27.MSP: To approve the minutes of August 10, 2022 council meeting. Councilor
28. Shaw/Councilor Reagan.

30.Mary Brown:
31.Animal hoarding issues within the city and explained the ramifications that this entails.
32. Mary Brown requests the city introduce an animal ordinance for stray animals. The
33.council agrees to look into the matter and reach out to the LOC for ordinance ideas that
34. other cities have previously used.

36.City Credit Card Limit:
37.The council discusses the difficulties of purchasing necessary parts, supplies and
38. equipment when the current credit limit is too low to make necessary purchases.
39. The council all agree that the mayor should be able to make future decisions regarding

40. any changes to the City’s card holders and the credit limits on the cards. The council all
41. agree to increase Public Works Director Chris Camarena’s credit card limit to $7500.00
42. And Fire Chief Marvin Rynearson’s credit card limit to $3,000.00
43.MSP: To approve the credit card limit increase to $7500.00 for Public Works
44. Director Chris Camarena’s city credit card. Councilor McClung/Councilor Shaw

46.MSP: To approve the credit card limit increase to $3000.00 for Chief Marvin
47. Rynearson’s city credit card. Councilor McClung/Councilor Shaw

49.Gaslin Accounting Letter of Engagement:
50. Mayor Hamsher and the City Council members read and considered the letter of
51. engagement from Gaslin Accounting. All present agreed to the terms.
52. MSP: To approve and confirm the City’s acceptance and terms of engagement with
53. Gaslin Accounting. Councilor Shaw/Councilor Reagan

55.Accuity Letter to Council:
56.Accuity wrote a letter to the City Council explaining their responsibilities as an auditor to
57. Prairie City, planned scope, and the timing of the Audit. The firm invited the council
58. members and any city officials to reach out with any farther questions.

60.Fire Report:
61.Fire Chief Marvin Rynearson says the department is doing regular maintenance for fire
62.prevention.

64.Public Works Report:
65.Chris Camarena shared that the pipeline for the Faiman Well Project would be most likely
66. completed the following day, that pressure tests, and water samples are to be taken.

68.Potable water is being metered and provided to the Forest Service for fire fighters for
69. drinking and bathing also bringing extra revenue into the city.

71.Public Works Director Chris Camarena recommends that the six-month probation period
72. be lifted for Public Works Employee Brian Heuckman.
73.MSP: to approve the probation period be lifted for employee Brian Heuckman

75. Public Works Director Chris Camarena stated that Public Works Employee Mike
76. Patterson’s six-month probation period be lifted also in two weeks when his probation
77. period is up.
78. MSP: To approve the six-month probation period be lifted for Public Works
79. Employees Brian Heuckman and Mike Patterson. Councilor McClung/ Councilor
80. Bloom.

86.Mayor Hamsher adjourned the regular council meeting at 6:40pm
