Council Meeting Minutes
April 13, 2022

19. Mayor Hamsher opened the meeting at 6:00pm, the pledge of allegiance was done,

and roll call

22. Minutes:
23. The City Council Meeting Minutes of April 13, 2022 were considered. MSP

Councilor

26. Housing Needs Analysis:
27. Shannon Springer and Tori Stinnett were able to receive a grant for a housing

needs analysis for

28. all cities within Grant County that would like to participate. This data would give

us a good idea

29.  of what types of housing Prairie City needs based on the income base. This data

would also

30.  update the maps so that our city’s maps may match the County’s maps.
31. Variance Request:
32. Ivan Nance requests a variance for his empty lot on 6th Street as to help with

Prairie City’s housing deficit. The

33. City’s code requires homes be 864 ft. Ivan would like to have 560 ft structure.

Councilor Officer

34.  moves to grant the variance, Councilor Reagan seconded motion. McClung

opposed, but then

35.  agreed to pass Ivan’s variance if no further variances of this kind were

issued in the future

36. until further ordinances were in place for tiny homes. MSP Councilor Officer/

Reagan All in

37. favor.
38. CDBG:
39. Shonalie Oakes has been working with RCAC on a Business Oregon CDBG grant.

This grant would

40.  help supplement the money spent on the Water Hauling emergency last summer

that depleted

41.  the City’s general fund. She expressed the importance of the community’s

participation in the

42.  income survey to prove there is an economic need for this grant. This survey is

completely

43.  confidential and encourages everyone present to fill out their survey and mail it

back in the

44.  postmarked envelope they received.

46. 4  th   of July:
47.  The council decided to move the 4th of July fireworks to New Years Eve instead

because of the

48.  drought and fire danger. Council all agrees still throw a great 4th of July

Celebration, to include

49.  the parade, live music, vendors, and want to do a waterslide rental free for all

children.

51. Public Works:
52. Chris Camarena, Public Works Director, announces construction for the Faiman

Well Project

53.  moving forward. Pipe being delivered and stacked. Chris also found a cheaper

Scada system

54.  that was also better quality!

56. Fire Report:
57. Chief Rynearson predicts another dry fire season. Announces two volunteers

going to Burns for

58.  Fire training investigation and other volunteers are continuing their education

with online

59.  classes and trainings.
