PRAIRIE CITY OREGON MEETING MINUTES
DECEMBER 22, 2021

14) Mayor Jim Hamsher opens the meeting, pledge of allegiance, and roll call.

16) Notice of Intent to Award the Faiman Well Intertie Project.
17) Mayor Hamsher introduces Dave Wildman the City’s engineer from Anderson

Perry on the

18) phone to the Council. Mayor Hamsher request the Council to read thoroughly

through the

19) contract. Mayor Hamsher tells the council to please address any questions

regarding the

20) contract/project to the engineer on the phone to Dave Wildman.
21) The higher bid is related to the record-breaking cost of construction materials

increase that has

22) occurred in 2021 and the parts shortages that is plaguing the entire nation. All

Council members

23) unanimously agree upon the urgent need to lock in the bid price before the costs

of materials

24) continue to increase, and that the contractor may order the necessary supplies

before the next

25) price increase or they become unavailable.

26) Mayor Hamsher explained what funding had been obtained by Prairie City for the

Faiman Well

27) Intertie Project to date: A $1,000,000 USDA Grant, a $550,000 Business Oregon

Grant, and a

28) $950,000 Business Oregon loan at a 1.76% interest rate.
29) MSP: To approve the Notice of Intent to Award the Faiman Well Intertie

Contract to Winegar

30) Excavating Inc for the total bid price of $1,834,147 contingent upon any

required changes to

31) the contract requested by the City’s Attorney or Project Funding Agencies,

authorizing Mayor

32) Hamsher to sign contract. Councilor Officer/Councilor Chase Bloom.  All City

Council members

33) present Voted unanimously.
