19. Mayor Hamsher opened the public hearing at 6:00pm and roll call was taken. Mayor Hamsher
20. took roll call for Go-to-Meeting attendees.

22. Mayor Hamsher called on Tori Stinnett from Grant County Economic Development. Tori is here to talk
23. with the council about the renewal of the enterprise zone which allows businesses to have growth in the
24. urban growth boundaries in Prairie City. Tori will send the resolution
25.
26. Minutes:
27. The minutes of April 14, 2021 council meeting were considered.
28. MSP: To approve the minutes of April 14, 2021 council meeting. Mayor Hamsher/Councilor
29. McClung. All members present voted unanimously.

31. The minutes of April 7, 2021 workshop session were considered.
32. MSP: To approve the minutes of April 15, 2021 workshop session. Councilor McClung/Councilor
33. Packard. All members present voted unanimously.

36. Fire Report:
37. Mayor Hamsher called on Chief Marvin Rynearson for his report. Marvin reported that this year’s burn
38. ban will start earlier than expected due to the drought that is across and throughout the North West. He
39. said that it will likely be in effect starting around the 3rd or 4th week in May depending on the moisture
40. levels. Marvin said that he will let the office know when to hang the flyers letting residents know when
41. the burn ban is in effect.

43. Public Works Report:
44. Mayor Hamsher called on Public Works Director Chris Camarena for his report. Chris reported that the
45. ODOT crews are making headway on the composting site at the sewer lagoons. They have dug the lines
46. for power and started hauling in rock.

48.Payables:
49. To ratify the payment of bills. MSP: To pay the bills. Councilor Officer/Councilor Williams.
50. All members voted unanimously.

52. Resolution:
53. Mayor Hamsher read aloud Ordinance 2021-01: An ordinance of the City of Prairie City establishing
54. rules and regulations for use and occupancy of the Depot RV Park and campground; repealing ordinance
55. No. 2020-01 and providing penalties. This ordinance was read aloud at the April 2021 council meeting
56. and was made available to the public following the charters rules and regulations. MSP: To approve
57. Ordinance 2021-01 An ordinance of the City of Prairie City establishing rules and regulations for
58. use and occupancy of the Depot RV Park and campground; repealing ordinance No. 2020-01 and
59. providing penalties Councilor Williams/Councilor Officer. All members present voted
60. unanimously.

62. Other Business:
63. Mayor Hamsher Called on the City Recorder to discuss with the council an appropriate office policy
64. regarding utility billing late fees. Bobbie explained that some residents have refused to pay any late fees
65. that are applied to their account, and she is requesting a cut off amount and disconnection policy for
66. those refusing to pay the late fee. MSP: To approve a disconnection notice/shutoff and policy for late
67. fees not paid that have incurred $20.00 (4 months) in arears. Councilor Officer/Councilor
68. McClung. All members present voted unanimously.

70. Mayor Hamsher discussed and read aloud a letter addressed to Governor Brown about the Covid-19
71. restrictions and support for more local control.

73.Mayor Hamsher adjourned the regular council meeting at 6.36 pm.
