26. Mayor Hamsher opened the regular council meeting at 6:00pm and roll call was taken. Councilor
27. Phippen and Councilor Primozic were absent.

29. The minutes of February 5, 2019 special meeting were considered. MSP: To

41. Visitors:
42. Mayor Hamsher called on Chantal DesJardin who is representing the Beautification and Revitalization
43. Committee that has submitted a rough draft of the policy for Front Street plants and trees. The
44. committee was wanting to send the rough draft to the city attorney for review. Councilor Patterson had
45. some questions about some of the wording regarding the City’s parks. Mayor Hamsher suggested having

46. a workshop to go over the rough draft before sending it to the attorney.

48. Mayor Hamsher called on Mary Brown who was seeking donations for the nonprofit organization Hope
49. for Paws. The organization helps keep feral animal population down by paying for spaying and
50. neutering of those animals. Mayor Hamsher said that the City could help by donating some funding for
51. the organization and discussing it at the upcoming budget meeting.

53. Mayor Hamsher called on Ginger Shive who was here to update the council on the upcoming Fiber
54. Festival in June 2019. Ginger wanted to introduce herself to the new members of the council and
55. mention her board members Debbie Emmel, Anna Smith, and Taci Philbrook. The City was approached
56. last year in 2018 by Ginger about hosting the Fiber Fest in Prairie City over the next three years. Ginger
57. brought a folder that shows the event schedule and the vendors that will be attending the event.
58. There will be approximately 25 vendors that will be located at the Baptist Teen Center, Community
59. Center, and the City Park. Some of the vendors will be hosting workshop sessions at the Visitor
60. Center/PW Building, Senior Center, and the Legion Hall. There will be parking at Emmel’s property
61. located by the mill, and a shuttle will be bringing visitors to their desired destination in Prairie City for
62. the event. They will be keeping livestock at the Texaco building parking lot during the day and moved to
63. the school’s AG barn during the evenings. Ginger is expecting to receive $9,000-$10,000 from the event
64. and she would like to set up a trust from the left-over proceeds for 4-H and FFA students in Grant
65. County that want to raise fiber producing animals. Taci Philbrook addressed the council and offered two
66. opportunities to be a sponsor for $100.00 and to have a ½ page advertisement in their event program for
67. $85.00. Mayor Hamsher agreed to donate the $185.00 for the Fiber Festival.
68. MSP: To donate $185.00 for a sponsorship and ½ page advertisement in the Fiber Festival event
69. pamphlet. Councilor Officer/Councilor Packard. All members present voted in favor.

71. Museum Report
72. Mayor Hamsher called on the Museum Director, Bob Shive for an update. Bob said that the Museum
73. will be opening for the season on May 15, 2019. The Museum will be opening for a weekend in March
74. for the Passport for Kids event. The program was started last year in 2018 at the County Museum to get
75. kids more involved with the regions Museums. Bob updated the council on the recent vandalism that
76. damaged the Museums cattle car and rock displays. Bob is working on getting the glass replaced and
77. locks that were damaged from the vandalism. Bob said that he thinks the vandalism happened at the
78. same time the bath house was vandalized. Mayor Hamsher said that he would like to look at getting
79. more security and signage to detour violators. Bob reported that he is working on some Native American
80. exhibits with the Tribal Culture office and plans on expanding the Native America exhibits at the Depot
81. Museum. Don Hon is working on photographs for the Museum that include rock art from the Murders
82. Creek area.

84. Public Works Report
85. Mayor Hamsher called on Public Works Director, Chris Camarena for his report. Chris said that
86. Clackamas Construction is working on the booster site right now, and Chris is hoping to return the
87. portable pumps soon. Chris said on the 25th of March the new pumps will be programed for the sewer
88. system and Mike Voigt Construction will begin pouring the foundation for the building that will be on
89. site. He said that once the weather gets to be above 30 degrees consistently Clackamas Construction can
90. start on Highway 26 to replace portions of the sewer line.

92. Payables:
93. To ratify the payment of bills. MSP: To pay the bills. Councilor Officer /Councilor McClung. All
94. Members present voted in favor.

96. Other Business:
97. Councilor Patterson asked about the land owner agreement for the water project. Mayor Hamsher said
98. that he hasn’t received anything yet and as soon as their attorney is finished, he will update the council

99. at that time. Anderson & Perry Engineering will have the map of the pipe line layout available this week
100. for the water project.

102. Mayor Hamsher updated the council on the deer composting site and said that ODOT is ready to move
103. forward, but Mayor Hamsher needs to talk with ODOT because a small piece of George Winegar
104. property is where the road to the site would be located, and an easement would have to be in place so
105. ODOT can get to the composting site. He said that ODOT would pay for the easement, so the City
106. wouldn’t have to budget that expense. Chris will get in contact with George Winegar to set up a
107. meeting to discuss options before moving forward with ODOT.

109. Councilor Officer asked about the crossing of pipe across Dixie Creek for the water project before the
110. water table comes up this spring. Mayor Hamsher said that Anderson & Perry Engineering are working
111. on the permits right now and are still hoping to do that part of the construction during the time frame
112. that the water table is manageable.

114. Councilor McClung asked where the City is at with the U.S. Cellular agreement and contract. Mayor
115. Hamsher said that it is finished and the City assigned an address for 911 services.

117. There was discussion on rock materials that the City will use to cut costs on the Faiman Water Project
118. for bedding in the ditch where the pipe will be placed.

120. There was discussion on the up coming budget meeting and what date the meeting might take place.
121. Mayor Hamsher said that he is meeting with Anna Bass to discuss the proposed budget and projected
122. date of the budget meeting.

124.  There was discussion about lot line adjustments within the city right away that Mike Springer was
125. going to address the council about in the near future.
