         January 9, 2019

21. Mayor Hamsher opened the regular council meeting at 6:00pm and roll call was taken.

23. Mayor Hamsher made an amendment to the agenda for the use of the shooting range for hunter safety.
24. MSP: To approve the amendment and the use of the shooting range on March 9, 2019 for a hunter
25. safety course. Councilor Patterson/Councilor Officer. All members voted in favor.

27.The minutes of December 12, 2018 council meeting were considered. MSP: To
28. approve the minutes of December 12, 2018 council meeting with corrections. Councilor
29. McClung/Councilor Officer. All members present voted in favor.

31. Mayor Hamsher updated the council and audience on the USDA grant the City applied for in December
32. 2018 for the Faiman Well Project. The grant was approved on December 21, 2018 and the funding will
33. be used to repay the Business Oregon loan of $950,000 for the Faiman Well Project.

35. Mayor Hamsher discussed the Wasterwater Project expenditures that have been delayed due to the
36. Government shutdown. Mayor Hamsher said that the City could draft a promissory note to
37. give to the contractors until the USDA office reopens for payment of labor and equipment.

39. Fire Report
40. Chief Marvin Rynearson said that he is sending a volunteer from the Fire Department to fire school in
41. Long Creek, Oregon during the month of January 2019. There was discussion about how to recruit more
42. volunteers for the Fire Department. Taci Philbrook suggested going on Coffee Time on KJDY to raise
43. awareness for the need of more volunteers. Mayor Hamsher said that the City could run a notice in the
44. water bills to recruit more volunteers during the next billing cycle.

47. To ratify the payment of bills. MSP: To pay the bills. Councilor McClung/Councilor Officer. All
48. members voted in favor.

50. Other Business:
51. Mayor Hamsher moved on to discuss the clerk’s position. It was discussed to run the advertisement the
52. first part of February and fill the position in February 2019.

54. Mayor Hamsher moved on to elect a new council president. Mayor Hamsher moved to appoint Joe
55. Phippen as council president. MSP: To elect Joe Phippen as council president. Councilor
56. McClung/Councilor Officer. All members present voted in favor.

60. Mayor Hamsher adjourned the regular council meeting at 6:46pm.
