Council Meeting
July 11, 2018

17. Mayor Hamsher opened the regular council meeting at 6:00pm and roll call was taken. Councilor
18. Dottie Miller was absent.

20. Approval of Minutes
21. The minutes of June 13, 2018 budget hearing were considered. MSP: To
22. approve the minutes of June 13, 2018 council meeting with corrections. Councilor
23. Garrison/Councilor Phippen. All members present voted in favor.

25. The minutes of June 13, 2018 council meeting were considered. MSP: To approve
26. the minutes of June 13, 2018 council meeting with corrections. Councilor Garrison/Councilor
27. Patterson. All members present voted in favor.

29. The minutes of June 19,2018 special meeting were considered. MSP: To
30. approve the minutes of June 19, 2018 special meeting. Councilor
31. Garrison/Councilor Patterson. All members present voted in favor.

33. Public Works Report
34. Chris reported that the lift station pump was fixed and is working now. The sewer pump had gotten
35. clogged over the July 4th weekend which caused the sewer pump to fail. Chris reported that he is waiting
36. for some parts for Wells 2 & 3. Public Works will then put the transducers back in the pumps. The City
37. is on water restriction due to a computer malfunction shutting the pump off on Well 2. Chris said that
38. Advance Control Systems fixed the computer issues, and we are gaining a foot a day and should be able
39. to go to an odd and even watering schedule soon.

42. To ratify the payment of bills. MSP: To pay the bills. Councilor Patterson/Councilor Phippen
43. All members present voted in favor.

45. Other Business
46. Mayor Hamsher called on Councilor Georgia Patterson to explain to the council that Ray Wenger has
47. submitted his 2 weeks’ notice and has accepted another job with the City of John Day. The city council
48. will be advertising to hire for the Public Works Maintenance Worker I position he is leaving. Councilor
49. Patterson would like to make a change to the job description that the new employee filling Maintenance
50. Worker I would have to comply with taking the water and sewer certification test required within six
51. years of date of hire. Councilor Paterson explained that job description isn’t specific on the required time
52. frame of obtaining water and sewer certifications. If the new employee does not get the required water
53. and sewer certification with in the six-year time frame then it will be at the new employees’ expense to
54. get the required certification.
55. MSP: To Approve the job descriptions for the Utility Maintenance Worker I & 2. Councilor
56. Garrison/Councilor Church. All Councilors present voted in favor.

58. Mayor Hamsher moved on to an ODOT request for a parade permit they received submitted by Wanda
59. Winegar for The Day of the Cowboy event taking place on July 28, 2018. Mayor Hamsher is asking the
60. council to approve him signing the required permit needed.
61. MSP: To Approve Mayor Hamsher to sign the ODOT permit for The Day of the Cowboy event.
62. Councilor Church/Councilor Primozic. All members present voted in favor.

64. Anna Bass discussed the upcoming audit for 2017-2018 fiscal year.

66. Mayor Hamsher adjourned the regular council meeting at 6:16pm.
