27. Mayor Hamsher opened the regular council meeting at 6:00pm and roll call was taken.

29. Approval of Minutes
30. The minutes of April 25, 2018 budget meeting (1) were considered. MSP: To
31. approve the minutes of April 25, 2018 council meeting with corrections. Councilor
32. Garrison/Councilor Miller. All members present voted in favor.

34. The minutes of April 30, 2018 school public hearing were considered. MSP: To approve
35. the minutes of April 30, 2018 school public hearing. Councilor Miller/Councilor
36. Phippen. All members present voted in favor. Mayor Hamsher sustained from voting.

38. The minutes of May 7, 2018 budget meeting (2) were considered. MSP: To
39. approve the minutes of May 7, 2018 budget meeting with corrections. Councilor
40. Patterson/Councilor Church. All members present voted in favor. Councilor Garrison sustained
41. from voting.

43. The minutes of May 16, 2018 regular council meeting were considered. MSP: To
44. approve the minutes of May 7, 2018 regular council meeting with corrections. Councilor

45. Patterson/Councilor Phippen. All members present voted in favor. Councilor Garrison sustained

49. Mayor Hamsher recognized Jesse Madden’s agenda request but Jesse was unable to come to the
50. council meeting. Jesse is seeking approval for a liquor license for a new eatery on Front Street.
51. The Council discussed approving the Mayor to issue the license when Jesse comes back to the office
52. to have it signed. MSP: To approve Mayor Hamsher to sign Jesse Madden’s liquor applications.
53. Councilor Patterson/Councilor Primozic. All members voted in favor.

55. Mayor Hamsher called on Undersheriff Zach Mobley to discuss the policing contract the City and the
56. Sheriff’s Office are working on together and to give an update. Councilor Patterson met with
57. Undersheriff Mobley in May to discuss the contract. As of July 1, 2018, the policing contract between
58. the City of John Day and the City of Prairie City will no longer be in effect. The Sheriff’s Office has
59. been taking calls on John Day’s behalf for Prairie City and patrolling on weekends. After July 1,2018
60. the City of Prairie City will be on an emergency calls only status until a contract between the City of
61. Prairie City and the Sheriffs Office can be agreed upon. Mobley stated to the council if an agreement
62. can be met, he will present the contract to the County Court to be approved. Undersheriff Mobley
63. requested if the council moves forward with the contract that the City put a notice in the water bills
64. letting residents know that we have an agreement with the Sheriff’s Office for law enforcement needs
65. for the City of Prairie City.
66. MSP: To move forward with the Sherriff’s Office for a law enforcement contract with the City of
67. Prairie City. Councilor Garrison/Councilor Phippen. All members voted in favor.

69. Mayor Hamsher called on Sandy Murry who was here to discuss the trees on Front Street. Sandy
70. informed the council that two trees have been cut down. The trees in question were in front of Hotel
71. Prairie on the East side of Front Street. Mayor Hamsher stated that he has done a lot of research, going
72. back to the 1990s, and has been in touch with ODOT to identify who is responsible for the sidewalk to
73. the store fronts. The Prairie City Planning Code states that the store owner is responsible for the
74. sidewalk to store fronts, and Front Street is the responsibility of ODOT.  A committee which includes
75. Sandy Murry resigned their position of caring for Front Street in 2014 since that time Councilor
76. Garrison and Councilor Primozic have taken on the volunteer work because nobody else volunteered
77. to help care for Front Street planters and trees. Councilor Garrison had an Arborist look at the planters
78. and trees on Front Street to make a care and maintenance plan. The Arborist told Councilor Garrison
79. that some of the trees are out growing the planters and pulling the curb and concrete up causing a
80. liability to the business owners and the City. Councilor Garrison said that she was approached by the
81. hotel owners about the trees in front of their building. Mark Murry wanted to move forward and get a
82. plan and policy set in place to take care of the trees and planters on Front Street. No decision has been
83. made at this time.

85. Mayor Hamsher called on Judy Jacobs who was on the agenda to update the council on the scrap metal
86. clean up. Judy discussed having the scrap metal clean up during late summer or early fall. Chris from
87. Public Works discussed having the location of the roll offs at Jim McKinley’s property and possibly
88. get some of Jim McKinley’s scrap metal cleaned up in the process. Steve Ellson volunteered to pick up
89. old scrap cars from resident’s properties. Judy will update the council with dates, tire transportation,
90. and locations after their Community meeting.

93. Open burning and permit burning are prohibited at this time. Burn barrels are allowed between 6am-
94. 10am and campfires in a pit are permitted.

105. MSP: To approve Ordinance 2018-01 an ordinance amending, restating, repealing, and
106.superseding ordinance No.____ in its entirety which ordinance concerns public contracting
107. rules and procedures in the City of Prairie City. Councilor Garrison/Councilor Patterson.

124. APPROVING PARTICIPATION IN THE STATE REVENUE SHARING PROGRAM.
125. MSP: To approve Resolution 2018-11 a Resolution of the City of Prairie City, Grant County,
126. Oregon approving participation in the state revenue sharing program. Councilor Patterson/

129. Resolution 2018-12: A RESOLUTION EXTENDING WORKERS’ COMPENSATION COVERAGE TO THE
130. VOLUTEERS OF THE CITY OF PRAIRIE CITY FOR FISCAL YEAR 2018-2019 BUDGET.
131. MSP: To approve Resolution 2018-12 a Resolution extending workers’ compensation coverage
132. to the volunteers of the City of Prairie City for the fiscal year 2018-2019 budget. Councilor
133. Primozic/ Councilor Miller. Yay (6) Nay (0).

135. Other Business
136. Utility Billing update: rescheduled to the next council meeting.
137. Mayor Hamsher moved on to address reservations at Depot Park. The City has been taking
138. reservations at the RV Park this year. This is the first year the City has taken reservations at the RV
139. Park. So far, the City has made $1,500-$1800 more a month than last year. The council will set a
140. workshop up to discuss this further. MSP: To approve continuing accepting reservations until a
141. final decision and policy is set in place. Councilor Garrison/ Councilor Primozic. All members
142. voted in favor, except Councilor Patterson who abstained from voting.
