Council Meeting
May 16, 2018

23. Mayor Hamsher opened the regular council meeting at 6:00pm and roll call was taken.
24. Councilor Carole Garrison was absent.

26.  Approval of Minutes
27. The minutes of April 11, 2018 council meeting were considered. MSP: To
28. approve the minutes of April 11, 2018 council meeting. Councilor
29. Miller/Councilor Patterson. All members present voted in favor.

31. The minutes of April 30, 2018 public hearing were considered. MSP: To approve
32. the minutes of April 30, 2018 council meeting. Councilor Miller/Councilor
33. Phippen. All members present voted in favor.

36. Mayor Hamsher called on Tammy Leach had submitted an agenda request to get approval for
37. a Saturday Market. Ms. Leach was not present.

39. Next Mayor Hamsher called on Wanda Winegar who wants to ask the council
40. permission to reserve the park next to City Hall and the park across the street from City
41. Hall for July 28, 2018 Day of the Cowboy celebration. The celebration would include a
42. parade and contest which city residents can participate in. Mayor Hamsher asked if they have gotten
43. a permit from ODOT and Wanda said she thought she should get permission from the
44. council first before pursuing anything further. Mayor Hamsher thought it was a

45. wonderful idea and, put a motion on the table to approve the event and reserve the parks
46. for their use. MSP: To approve Wanda Winegar request to reserve the city parks for
47. the July 28, 2018 Day of the Cowboy celebration. Councilor Patterson/Councilor

50. Mayor Hamsher called on Judy Jacobs who was here to discuss a scrap metal clean-up, and
51. to ask the council to enforce all city ordinances. Judy is the president of the Prairie City Community
52. Association, PCCA, and partial business owner of Roan Outwest Café in Prairie
53. City. Judy was apart of a scrap metal clean up 13 years ago and feels another clean-up is
54. needed. She said that Les Schwab would take tires and Steve Ellson would be willing to go
55. pick up cars from resident’s property and deposit them in the roll off dumpster.
56. Mayor Hamsher explained that the City just had a clean-up day, but would be willing to have
57. another if the Prairie City Community Association, PCCA, would like to partner with the
58. City and share costs with the help of a dozen volunteers. Mayor Hamsher said that he would
59. be glad to come and donate his time.
60. Judy stated that they have money left over from the Camp Logan Fund that could be used
61. towards helping with the clean-up. She asked if two councilors would be willing
62. to be on the committee to help plan the clean-up and asked if it would be possible to put a notice in the
63. water bills.
64. Mayor Hamsher stated that he would be happy to include the notice in the water bills. No
65. decision was made on this matter.
66. There was discussion about enforcing city ordinances.
67.  There was discussion with Sandy Murry about the tree’s and planters on Front Street. No
68. decisions were made.

70. Payables
71. To ratify the payment of bills. MSP: To pay the bills. Councilor Patterson/Councilor
72. Miller. All members present voted in favor.

74. Other Business
75. Councilor Patterson gave the council an update on the police contract. Councilor Patterson has
76. an appointment on May 30, 2018 with Undersheriff Mobley to talk about a policing
77. contract between the Sheriffs Office and the City.

79. An update was giving on the status of the fireworks for the fourth of July.

81. Mayor Hamsher adjourned the council meeting at 7:09pm.
