20. The Mayor opened the regular meeting at 6:00pm. Roll Call taken. All present
21. except Councilor Goslin and Councilor Church who was excused.
22. The Pledge of Allegiance was recited.

24.The minutes of October 14, 2015 regular Council meeting was considered for
25. approval. MSP: To approve the minutes with corrections. Councilor Garrison
26. / Councilor Rose. All in favor. Councilor Miller had pointed out spelling and
27. grammatical errors.(see attached).

29.The Mayor recognized Mike Voigt. Mike reported to the Councilors he had
30. investigated the leaking roof at City Hall, and found the leak to be in specific
31. valleys. He explained the cause could be from the use of wrong tar paper, or due
32. to the way the valley was constructed leaving a ¼ in gap so that the water ran into
33. it, or the leaking could be from the exhaust fan leaking. Mike says we need to
34. strip the roof tiles back to the peak to find all the damage. He found two valleys,
35. on two sides of the roof, that need repairing. He strongly recommends repairing
36. the existing roof, instead of replacing the whole roof.
37.The job would be a major repair involving; three guys to remove the tiles, repair
38. the roof, and replace the tiles. He suggested fixing both sides first. Mike
39. suggested using a 30 lb. rubberized material for the tar paper. Mike said there
40. are about fifty tiles already broken, and thought the one hundred tiles the city has

41. stored should be enough to do the job. Mayor Hamsher asked Mike when he
42. would be available. Mike said, he would know in two weeks when he would be
43. available to start the project. Mike explained, he just came to the Council meeting
44. to explain the job, and if the city would put out another RFP it should only ask
45. for a one year guarantee on the work done. Mike went further to explain the 10
46. year warranty the city asked for in the first RFP put him off from submitting a
47. bid. Mike says the State only requires a one year warranty on material and labor.
48. Mike ended his discussion by telling the councilors he recommends tile over
49. metal roofs.

51. The Mayor recognized Diane Lesniak from the Strawberry Mtn. Historical
52. Association. Diane presented the Council with her idea of using the Public Works
53. Building as the site for a Visitors Interpretive Kiosk. Her presentation included a
54. poster board with ideas laid out on it. Diane pointed out there are many historical
55. sights that have been eliminated at information centers in our area, such as Dixie
56. Creek, the Dredges, Dixie Town, Dixie Creek, China Town the Stage Coach line
57. and the Rail Road. She sees this as an opportunity to brand Prairie City as a
58. Tourist Spot by building this Kiosk. The Kiosk will have historical signage hung
59. on a facade on the outside the Public Works Building. She suggested it
60. incorporate two maps with tourist spots highlighted or starred, and perhaps the
61. Kiosk could incorporate advertising for local businesses. There was much
62. discussion about the different materials to be used and different ways the facade
63. could look. She spoke of acquiring $11,000.00 in Grant monies already,
64. and the possibility of acquiring more Grants through Transient Tax money and
65. Cultural Grants. Councilor Garrison reminded everyone the Gazebo in the park
66. next to City Hall was built for information panels to be set inside of it. A
67. discussion ensued about tying in the new Kiosk at the PW bldg. with the little
68. Kiosk in the park. Diane then requested the Council support her idea by assisting
69. her in deciding a plan, then she could go after Grants so we are ready to start the
70. project in the Spring. MSP: To have Diane proceed then come back to the
71. Council with a plan.  Councilor Patterson / Councilor Miller. All in Favor.
72. Chief Rynearson suggested our Public works Director contact Susie Snyder at
73. OTEC and find out about replacing the windows at the Public Works bldg. Under
74. the Energy conservation program.

76. The Mayor recognized Marge Walton as the chair-person for the Prairie City
77. Emergency Response Team. (see attached report). Marge explained her
78. next step is to review the plan with J.D. Police Chief Richard Gray, Grant Co.
79. Sheriff Palmer, and Judge Scott Myers. Her intent is to let them know Prairie City
80. is getting ready for a disaster. Since the report was created she found we can use
81. the Legion Hall for people who are allergic to Pet Dander, and the Baptist Church
82. has cots and bedding to house people over night. Mayor Hamsher told Marge she

83. can move forward. Her next step is to invite Sheriff Palmer, Chief Gray and the
84. Judge to a city workshop involving the Councilors to finish the plan together.
85.  Fire Chief Rynearson suggested Marge contact the Grant County Emergency
86. Coordinator and get him involved.

88.The Mayor asked for reports:

90. Fire Department: Chief Rynearson began his report with old business. He first
91. addressed the Liability Release Form that was brought up at the last meeting. He
92. did some research and has decided the Form will work. He will have the Jr.
93. Firefighters, and their parents, sign the release form. Chief Rynearson said he will
94. refrain the Jr. Firefighters from interior contact, and only allow exterior and
95. wildfire contact. He also reported the breathing apparatuses the department uses
96. were inspected, and 13 out of 14 worked. One breathing apparatus leaked and
97. ruined the circuit board. It will cost $793.00 to repair. The Air Compressor has
98. been serviced. Cascade System came out to refill the masks. He stated they
99. should be tested every five years. They found 8 of the masks to be out of date,
and in need of replacements. Chief Rynearson says the bottles have to be
100.
replaced every 15 years. He suggests the city purchase thirty bottles over
101.
the next six years. The bottles are $1000.00 each. They cost $550.00

without valves but then would need to but the valves. The Chief thinks it

would be best to convert to 4500 pounders to be compatible with a fill

station.

Public works Dept.: (see attached) Chris began his report with an update
on the Ambulance Bay. The ceiling has been raised. Chris will be ordering
the door, as the existing one is too small. Chris spoke to Blue Mountain
Hospital Board and they are willing to pay half the cost of the new door
($3,000.00). Chris also reported the City Crew has been getting ready for
Christmas on the Prairie. The new plow is on the truck and they are putting
the sander together, so as to be ready for snow. Chris went on to explain
Depot RV Park is now set up to accommodate five tenants for the winter. A
key-less pad has been installed on the bathroom doors for security.
Chris would like to see Peter Gondor be the Park Host for the Winter, and
hopefully he could work into being the Summer Host. Chris also reported
he is working on the Landfill Permit. The Public Works department could
not move some boulders at the Landfill, so Chris had the County come out
and retrieve them for culvert projects.

Resolutions / Ordinances: Mayor Hamsher introduced and read Ordinance
2015-01, An Ordinance of the City of Prairie City prohibiting Marijuana
establishments; prohibiting the sale of Marijuana Retail products; declaring
an emergency. MSP: To pass Ordinance 2015-01. Councilor Rose /
Councilor Patterson. All in favor.

 The Mayor adjourned the meeting at 7:45pm.
