SPECIAL CITY COUNCIL MEETING

February 4, 2014

Carole Garrison, Councilor
Les Church, Councilor (via telephone)
Chris Camarena, Public Works Director
Ray Wenger, Public Works
Kathy Smith, Museum Director
Kevin Dahlen
Gene Van Newkirk
Richard Gray, John Day Chief of Police

The Mayor called the meeting to order at 6:00 p.m. and announced it was being recorded. The
Pledge of Allegiance was recited and roll call taken, Butch Goslin, Viola Rose and Dennis Lynch
being absent.  It was noted that Lynch was still out of town and would not have known about the
meeting.  The Mayor was in receipt of a note that Viola Rose had called at 4:00 pm saying she had
just picked up the notice and would not be able to attend.  The Mayor instructed the City Recorder
to call Butch Goslin to see if he was planning to attend.  The call was made and a message left for
Goslin who did not answer.  The Mayor declared Goslin’s absence unexcused.  Les Church
attended the meeting via telephone.

It was then declared that there was not a quorum and the meeting was adjourned.

The audience was encouraged to ask questions of Chief Gray regarding the proposed law
enforcement coverage.  A brief question and answer period followed with Gray, the Council did not
participate.
