CITY COUNCIL MEETING

July 10, 2013

The meeting was called to order at 6:00 p.m.  The Pledge of Allegiance was recited.  Roll call was
taken, all members being present.

City Charter:  The Council considered resolution 2013-09 Adopting a Ballot Title.  MSP:  To
approve and adopt Resolution 2013-09, Dennis Lynch/Les Church.  All members voted in
favor.

Economic Development:  Dennis Lynch stated that Chuck Church had expressed interest in
purchasing the industrial site property and that he has his financing in order.  He needs to know
about getting water/sewer and other services to the property, and also what kind of water rate he
would have.  The operation he is proposing would use 130 gpm.  Georgia Patterson commented that
the kind of usage he’s talking about would take a big chunk of the City’s water supply, over 1/3 of
the new well.  It was noted that it probably wouldn’t be a constant 130 gpm and that the water would
be reused.  Patterson said she would discuss it with Church the following week.  It was noted that the
City does not have the money to make (infrastructure) improvements to the land and should consider
selling it as is.  There was discussion of determining a price and it was noted that an appraisal was
attempted a few years ago but there were no comparable properties.  The City Recorder reminded the
Council that only 12 of the acres have been approved by the voters to be sold.  If the City wants to
sell the balance of the property it would have to be put on the ballot for voter approval.  Proceeds
would go to the Road Fund as that is what it was purchased with.

Museum:  Carole Garrison distributed copies of museum policies to each Council member and said
she wanted them to be aware of them in case a potential situation requires Council attention.  She
said a visitor to the museum asked about an artifact (old baby buggy) and if there was any
information about it.  They told her what they knew; approximately when it was acquired and the
time period it was used.  They didn’t know what family it came from.  This person indicated she
thought it had been in her family long ago and wanted it back.  She was told that if she thinks she
has a legal claim she should address it to the City Council.  It is understood that everything in the
museum belongs to the City and they just wanted to let her know she has to come to the City, not
the museum.  Not being a unique piece, it was agreed it seems unlikely she has a claim.

In other museum business Garrison said the interviews for the Museum Director position would be
held on July 11.  She said there are three candidates and that the interview committee would make a

recommendation to the Council for hire.  The committee members appointed by the Mayor are Lyn
McDonald, Frank Primozic and Tim Cooley.

The conversation switched back to the City Charter and it was noted that a Town Hall Meeting
regarding it would be held at the Grange at 6:00 pm on July 24.  The meeting is to be moderated by
the City’s attorney, Jeremy Green.  The Charter will be the only subject up for discussion.  Another
meeting will be held in October.

The subject went back to the museum and Carole Garrison said Amy Giandomenico has offered to
do a blanket appraisal of the museum contents free of charge in order for the City to obtain
insurance.  MSP:  To allow Amy to do a blanket appraisal of the museum contents, Viola
Rose/Dennis Lynch.  All members voted in favor.  It was reiterated that it would be free of
charge.

Public Safety:  The Mayor said he heard the deputy assigned to the City is out on a work comp
claim, but that he hasn’t heard anything from Sheriff Palmer about it.  Per the contract for law
enforcement, the Sheriff and the Mayor are the liaisons but there hasn’t been any communication
about what’s going on.  The Mayor said he has contacted the City’s attorney to get his opinion on
where the City stands on the contract since there doesn’t seem to be any coverage.  It was agreed
the City should not get billed for the deputy’s time off since the County is getting reimbursed for
the comp claim.  It was also agreed the matter should be turned over to the attorney.

Abatement:  The Mayor stressed that the Council needs to get back on track with nuisance
complaints.  There was mention of the difficulty in getting the sheriff to enforce the City’s
ordinances and the lack of interest of anyone on the Council willing to investigate complaints.

Landfill:  A landfill report was received.

Public Works:  Georgia Patterson reported she had been in an accident where she collided with a
bicyclist while driving her work truck.  The person suffered two broken arms and some other
injuries.  Patterson said she had received a citation for failure to yield.  Insurance papers have been
filled out.

Accounts Payable: MSP:  To pay the bills, Carole Garrison/Butch Goslin.  All members voted
in favor.

Resolutions:  none

In other business, the Council was asked to consider the approval of a liquor license for the Hotel
Prairie.  MSP:  To approve the request for a liquor license, Carole Garrison/Les Church.  All
members voted in favor.

The Council considered the annual request from the car club to hold their car show in the City Park
on August 3rd.  Georgia Patterson requested they not be allowed to park on the grass and suggested
they park two rows of cars along Bridge Street and in the City’s parking lot.  She said she didn’t
think it was necessary for them to park on the grass.  She cited there could be damage done to the
underground sprinkler heads and the grass.  When asked if they ever did any damage in the past
Patterson admitted they hadn’t and that she could mark the sprinklers with flags as previously done.

It was noted that the fire chief would most likely not approve of having parked cars blocking the
entire street, especially in front of residences.  It was pointed out that the main reason they hold the
show here is because they can park on the grass.  If not allowed, they would most likely move the
show to another City.  It was also brought up that the show brings a lot of visitors to town.  MSP:
To allow the car club the use of the City Park and to allow them to park on the grass, Dennis
Lynch/Les Church.  All members voted in favor.  Patterson agreed to mark the sprinkler heads
with flags.

The Council was reminded there would be a Public Hearing on a conditional use request on July 31,
2013.  Planning Secretary Lyn McDonald would be providing them with information prior to the
hearing.

7:05 pm  It was moved and seconded to adjourn, all members voted in favor.
