SPECIAL CITY COUNCIL MEETING

August 8, 2012

Gary Waterhouse called the meeting to order at 6:00 p.m.  The Pledge of Allegiance was recited
and roll call taken, Mayor Cooley and Dennis Lynch being absent.  The purpose of the Special
Meeting was to address three issues; a street closure request, award of bid for reservoir painting
project and the approval of a resolution to put the charter on the ballot.

The minutes of the August 1, 2012 meeting were considered.    MSP:  To approve the minutes as
written, Carole Garrison/Roger McKinley.  All members voted in favor.

Kim Jacobs was recognized regarding her request to close Bridge and S. McHaley Streets to
through traffic on September 13 for a children’s event.  She said she had spoken with the residents
on those streets and received their permission.  It was generally agreed that closing the streets for
the event would not be a problem.  MSP:  To allow Blue Mountain Hospital the use of the City
Park on September 13 and to close the streets surrounding it for the event, Carole
Garrrison/Les Church.  All members voted in favor.

The bids for painting the water reservoir were considered.  It was noted that the amount budgeted is
incorrect and should have been $55,000.  Georgia Patterson said she did not know why she had
budgeted a lesser amount.  She also noted that the existing paint may have lead in it which could
increase the cost of the project by another $20,000 because the bid did not address lead.  She said
she had sent in a paint chip for testing and is waiting for the results.  It was questioned why testing
for lead wasn’t done before the project was put out to bid.  There was discussion of how to prep the
surface if lead is present.  The bids amounts were considered; Matheson Painting $58,600.00,
Coatings Unlimited $49,500.00, Purcell P & C $105,519.00.  It was agreed that the project should
be awarded to Coatings Unlimited for $49,500 contingent on the lab results showing there is no
lead in the existing paint.  MSP:  To award the project to Coatings Unlimited contingent on
testing results, Carole Garrison/Roger McKinley.  McKinley, Garrison and Waterhouse voted
in favor, Les Church opposed.

The Council was asked to approve a resolution to put the amended charter on the November ballot.
It was noted that the drafts had been discussed and approved by Council and the resolution is the
next step in the process.  MSP:  To adopt resolution 2012-11 Submitting an Amended
Municipal Charter to the Legal Voters of the City of Prairie City for Approval and Adopting

a Ballot Title, Carole Garrison/Les Church.  Waterhouse, Garrison and Church voted in
favor, McKinley opposed.

6:25 pm:  It was moved and seconded to adjourn, all members voted in favor.
