CITY COUNCIL MEETING

February 8, 2012

Mayor Cooley called the meeting to order at 6:00 p.m.  The Pledge of Allegiance was recited and
roll call taken, all members being present.  The City Recorder was not in attendance; Carole
Garrison was asked to take minutes.

The minutes of the January 11 meeting were considered.  Two corrections were suggested; page 2,
line 24, change “woman” to “lady” and page 2, line 42, add “Garrison” to the second.  MSP:  To
approve the minutes as corrected, Tim Coe/Les Church.  All members voted in favor.

Kim Kell was recognized and addressed the Council regarding a request from the Senior Grad
Night Committee to contribute to the alcohol and drug free party for the graduating class.  MSP:
To contribute $20 per student, Roger McKinley/Tim Coe, all members voted in favor.

Public Safety:  Carole Garrison asked if the City has a parks ordinance.  Georgia Patterson said
there is one prohibiting sex offenders.

Depot Park:  It was reported that the County’s insurance will cover the costs to repair the
vandalism and the City will pay the deductible.

Landfill:  Receipt of a Landfill Report was noted.

Museum:  Carole Garrison reported that she applied for a Cultural Trust Grant in the amount of
$1,310 for the museum and that she would know next week if it is being considered.

Abatement:  The letter from the Gill’s in response to the latest inspection of their property was
considered.  The Mayor said he would like to see the Gill’s submit regular updates of their progress.
It was suggested that the City write them a letter and remind them that the City did not initiate the
complaint(s), rather that the complaints were received from citizens.  The letter should also note the
improvements/progress that they have made.  Carole Garrison suggested that a time limit be set on
any extension to correct the violations and request updates on progress.

Tim Coe stated that the City had already given them six months and shouldn’t give them 6 more
days.  It was suggested that progress reports be required every 30 days.  Roger McKinley stated the

weather could be bad in the next two months.  Georgia Patterson said the City crew had removed a
stump from the right-of-way at Gill’s request.

The Mayor read the letter from the City to the City regarding a complaint about the fire hazard in
the right-of-way along Cozart.  It was noted that the City crew will cut out the brush.

With regard to the letter to be written to the Gill’s, it was suggested that the City note their
appreciation for the work that has been done so far and request that they report what they have
accomplished in the next 30 days.

Well Drilling:  Georgia Patterson reported that the parts are on order and should be in by the 20th.
The work should be completed sometime in March.

Public Works:  Patterson reported that they have been cleaning up the shop and organizing things.
She also said that Bill Goss from OHS had been here to tour the water system.

Accounts Payable:  Because he was concerned about gravel on roadways after snow storms, Roger
McKinley asked how the street sweeper was scheduled.  Georgia Patterson said it comes on a
schedule.  McKinley asked if the schedule could be adjusted and Patterson said she would check on
it and let him know.  MSP:  To pay the bills, Tim Coe/Carole Garrison, all members voted in
favor.

The request from the Volleyball Club was considered.  It was agreed to table the request until
someone from the organization addresses the Council in person.

The contract for the fireworks display was considered.  MSP:  To approve the contract, Carole
Garrison/Gary Waterhouse, all members voted in favor.

In other business, Georgia Patterson said she had sent letters to five contractors in order to obtain
quotes for the construction of the picnic shelter in the City Park.  Bidders will be required to attend
a pre-bid meeting before submitting quotes.  She said she would be contacting Boyd Britton
Welding to obtain estimates for the basketball goals and asked the Council their thoughts on color
schemes; i.e., match the playground equipment or go with the school colors of black, orange and
white.  MSP:  To go with the school color theme, Les Church/Gary Waterhouse.

 6:45 pm:  It was moved and seconded to adjourn, all members voted in favor.
