CITY COUNCIL MEETING

August 10, 2011

Attended:

Mayor Pro Tem Waterhouse called the meeting to order at 6:05 p.m.  The Pledge of Allegiance was
recited and roll call taken, Mayor Alvan Cooley being absent.

The minutes of the July 27 meeting were considered.  MSP:  To approve the minutes as written,
Tim Coe/Les Church.  Waterhouse, Church, Garrison, and Coe voted in favor, none opposed.

Gary Waterhouse reported that he is still waiting for the lease agreement with AT&T to be
finalized.  The easement for access has been completed.

Abatement:  The Council reviewed the status of the abatement complaints.  It was noted that the
Davis’s have until August 15 to respond.  Regarding the Council’s request to have the Fire Chief
inspect and make a determination on the Gill’s burned out house, it was noted that the Chief does
not have the authority to condemn a property.  It was agreed that a certified letter should be sent to
Gill giving 10 days to comply or appeal.

Landfill:  There was discussion of backhoe repairs.

Well Drilling:  Georgia Patterson reported that the well has been sealed to 350 feet and that they
had found approximately 100 gpm.  The well driller will resume drilling and must go through the
basalt layer.

Public Works:  Patterson reported that the two loads of scrap metal hauled to Idaho yielded over
$2,500 and that there are two more loads to go.  She said the copper and brass will be taken to
Portland in September.

Patterson also reported that they had repaired a break in the main sewer line at the lagoons and
attributed the break to the age of the line.  She also noted that no bedding had been used when it
was installed over 30 years ago.

Accounts Payable:  MSP:  To pay the accounts payable, Tim Coe/Carole Garrison.
Waterhouse, Church, Garrison, and Coe voted in favor, none opposed.

Ordinances/Resolutions:  none

Other Business:

There was general discussion of the continuing pursuit of funding for sewer pump replacement and
the collection system rehabilitation.  The Recorder said she had attended a funding workshop and is
looking into some options that may be available for pump replacement.  There was also discussion
of how the sand filtration system and chlorination systems work.  Patterson commented that the
County Road Department may provide sand for sand bags in advance of possible spring flooding.

6:40 p.m.  It was moved and seconded to adjourn, all members voted in favor.
