CITY COUNCIL MEETING

July 27, 2011

Mayor Pro Tem Waterhouse called the meeting to order at 6:00 p.m.  The Pledge of Allegiance was
recited and roll call taken, Mayor Alvan Cooley being absent.

The minutes of the June 28 meeting were considered.  MSP:  To approve the minutes as written,
Tim Coe/Carole Garrison.  Waterhouse, Church, Garrison, Coe and McKinley voted in favor,
none opposed.

The Council was asked to consider the requests from Talents and Treasures and the Car Club for
use of the parks, parking lot and sound system as well as barricades for street closures on August 6
for the Car Show and the Huckleberry Festival.  MSP:  To approve the requests, Roger
McKinley/Les Church.  Waterhouse, Church, Garrison, Coe and McKinley voted in favor,
none opposed.

Abatement:  Les Church addressed the Council and rendered his resignation from the position of
inspector of complaints citing he did not have the time.

The Council was asked to consider their next step regarding the complaint about the property
located at 261 First Street.  It was noted that a certified letter had been sent giving the owner 10
days to comply or appeal, but there had been no response.  Tim Coe reported that there are still bags
of garbage on the property.  The next step would be to proceed with abatement of the property or to
sign a complaint and have a citation issued.  MSP:  To authorize the Mayor to sign a complaint
for issuance of a citation to the property owner, Carole Garrison/Les Church.  Waterhouse,
Church, Garrison, Coe and McKinley voted in favor, none opposed.

The Council then addressed two other properties in violation of the nuisance ordinance.  It was
noted that progress has been made on the Gill property as far as vehicles being removed, however,
nothing has been done with the burned out house.  It was suggested that the Fire Chief make an
inspection and report his findings to the Council.  It was reported that the Davis property has seen
no improvement and remains in violation as well.  It was agreed that both parties should be written
a certified letter as provided for in the ordinance and that the occupant of the Davis house should
also receive a letter.

Landfill:  A written report was received.  Georgia Patterson explained that the backhoe has a
cracked exhaust manifold and that she is looking into whether to replace or repair it.

July 27, 2011

Well Drilling:  Georgia Patterson reported that the well drilling is in progress.  It has been sealed to
feet and will be cased to 350 feet.  At that point drilling will continue.

Public Works:  Patterson reported that they have been repairing leaks and working on roadside
edges.

Accounts Payable:  MSP:  To pay the accounts payable, Roger McKinley/Tim Coe.
Waterhouse, Church, Garrison, Coe and McKinley voted in favor, none opposed.

Ordinances/Resolutions:  none

6:40 p.m.  It was moved and seconded to adjourn, all members voted in favor.
