PERSONNEL REVIEW BOARD MEETING

May 8, 2008

The Personnel Review Board met at 5:30 p.m. to review the decision of the City
Council of the City of Prairie City to terminate the employment of an employee.
Pursuant to ORS 192.660(2)(b) the board went into executive session.  Members
of the public were instructed to leave.  (Clingman, McDonald & Woodworth left
the meeting.)

6:37 p.m.  The board came out of executive session.  No members of the public
returned to the meeting.  Per the City’s attorney’s instructions, the board
addressed and answered the following questions:

 Did Bob Titus abuse Prairie City’s sick leave policy under section 6.3.6
when he took a leave of absence and worked for someone else doing
similar work as he did with Prairie City?  All members stated yes.

 Did Bob Titus perform outside work while on leave from his job with Prairie

City?  All members voted yes.

 Given Bob Titus’ violation of the City’s Personnel Policy (6.3.6 and 2.11.1)

should Bob Titus be terminated?  All members voted yes.

6:42 p.m.  It was moved and seconded to adjourn.
