CITY COUNCIL MEETING

May 24, 2006

Mayor Hamsher called the meeting to order at 6:00 p.m.  Roll call was called, Marvin Casebeer,
Mark Wishard and Tom McAuslan being absent.  The pledge of allegiance was recited.

The Council recognized Jack Kight who was requesting use of the City Park and the PA system
for the Grant County Kruzers car show to be held August 5, 2006.  The request was granted.

Planning:  no report

Public Safety:  Jim Wood recapped the police, fire and ambulance logs.  He said the decals are
on the new vehicles, the thermal imager grant had been approved with training provided, that he
is still waiting on the bullet proof vest grant, and that a fire safety program would be held the
next day at the school.  The Council considered a bid from Jeff Cotton for the 1993 Chevy
Caprice advertised for sale.  MSP:  To award the bid to Jeff Cotton for $625, Mike
Springer/Don Strong.  It was agreed that the other two vehicles should be re-advertised for sale.

Visitors:  The Council recognized Kenny Gillihan who addressed them regarding a request to
construct horseshow pits in the park next to City Hall.  He explained that he had volunteers
available to do the work and that it would only cost the City in materials.  It was noted that he
had consulted with Public Works and that they were in favor.  The Council stepped outside and
inspected the area being considered.  It was generally agreed that the pits would be acceptable.
MSP:  To proceed with looking into the project and to get cost estimates for the materials,
Mike Springer/Roger McKinley.

Landfill:   No report

Public Works:  No Report

Well Drilling:  It was noted that the landowner agreements are being finalized and that a special
meeting will be needed to award the well drilling bid in order to proceed in a timely manner.

Minutes May 24, 2006

Visitors:  Gregg Flynn was recognized and asked what the city had decided on his problem with
too much water from the ditch coming onto his property.  Jim Hamsher said he didn’t have an
answer yet.  Flynn went on to say he had talked with the watermaster and had determined that
the water is coming from Ken Kennedy’s (Bonnie Nance.)  Apparently Kennedy doesn’t have
sufficient ditches and is taking more water than he is supposed to.  It was questioned as to how
this would be the city’s responsibility instead of with the ditch association.  Flynn said he had
come to the city because they had diverted it once before (1991?) and would like to work
something out.  He said that if he talked to the watermaster again the water would most likely be
turned off forcing the problem to be fixed (by Kennedy and other users.)  The City agreed that
their only involvement should be via a letter of support to the watermaster and not by digging out
ditches on private property or re-routing them.

Resolutions/Ordinances:  n/a

Other Business:  Mike Springer suggested adding an item to the agenda such as “unfinished
business” in order to follow up on tasks assigned at prior meetings to make sure they get done.

There was some discussion of considering installation of a tank and purchasing bulk fuel.  Jim
Wood had explored the cost savings the city would realize.  Jim Hamsher cited security and
accountability issues as well as keeping the city’s fuel business in town.  It was agreed there
would have to be more information before making a decision.

Roger McKinley said the parts for repairing the Cat would be approximately $12,683 plus labor.
It was agreed the repairs should be made in this fiscal year.

The City Recorder said she had set the date for the July 4 Volunteer Appreciation Party for July
and explained the need to recognize the many people who help to make the event a success.
Noting that Officer Wood plays a large part in helping with the event as well as being on duty
during it, the Recorder asked the Council to authorize July 30 as a day off for him in order to
attend the party.  The Council agreed and told Wood not to work that day.

It was agreed that an executive session should be held at the next meeting to discuss the property
sale.

7:00 p.m.  It was moved and seconded to adjourn the meeting.
