CITY COUNCIL MEETING
and
BUDGET HEARING

May 12, 2004

The meeting was jointly called to order at 6:05 p.m.  The roll was called, Lance Delgado,
Anna Bass and Karen Jacobs being absent.  The pledge of allegiance was recited. The
minutes of the March 10, April 12, and April 28, 2004 meetings were considered for
approval.  It was moved and seconded to approve the minutes.  The motion did not
pass, Jim Hamsher abstained from voting since he was not present at one of the
meetings.

Budget Hearing:  The Budget Hearing for 2004-2005 budget was opened for public
comment.  No one from the public was present to be heard. The hearing remained open
and the Council continued with their regular meeting.

Planning:  The Council was given a copy of a letter to Mr. & Mrs. Gill regarding their
conditional use requests.  It stated that the Planning Commission had approved their
request to operate a business at 231 N. McHaley but denied their request to place an
accessory building on the site based on inadequate setbacks that do not conform to the
guidelines of the Zoning Document.  It was also noted that the Gills did not come to the
City/Planning Commission to obtain information or approval prior to constructing the
building.

Public Safety:  No report

Abatement:  Jim Hamsher suggested the City enforce the Animals at Large ordinance to
remedy some of the problems with the Schatz abatement issue.  Dave Welch said he
would have to check with the Mayor and the City Attorney to see if it would be OK.

Landfill:  A written report was given to the Council.

Public Works:  Bob Titus said only one quote for the roofing repairs to the Hospice was
received.  It was from Mike Voigt Construction in the amount of $8,000 to install snap-

down tin.  The City would be responsible for removing all the old metal.  MSP:  To
authorize Mike Voigt Construction to do the repairs, Marvin Casebeer/Jim
Hamsher.  He said the City is behind with their painting of street crosswalk and parking
lines.  He also said another wastewater pump is malfunctioning and that the electrician
said there is an open contact at the pump level.  The pump will have to be pulled to
replace the sensor but he didn’t know if it would have to be sent away.  Titus said there is
a tree growing in the alley between the Chevron Station and Bob Stanbro’s property and
that they would like it removed.  The Council to him to remove it.  There was discussion
of the goat-head weed problem in the City Park but that it is too late to spray.  It was
noted that the underground sprinkler system is installed and working.

Well Drilling:  It was reported that the State has given approval for the City to utilize the
water found at the well site.  Roger McKinley said something in writing should be
obtained.

Office:    MSP:  To pay the May bills, Roger McKinley/Marvin Casebeer.

Property Purchase:  The Council was reminded of the Supplemental Budget Hearing
scheduled for May 18 to approve expenditure of funds to purchase the Texaco property.

Resolutions/Ordinances:   The Council considered Resolution 2004-42 to transfer
$25,000 from the Road Fund Contingency line to the Road Fund Street Projects line, and
Resolution 2004-43 to authorize a loan of $35,000 from the Road Fund to the Capital
Improvements Fund.  Loan to be repaid in FY 04-05.   MSP:  To approve Resolution
2004-42 authorizing a budget transfer and Resolution 2004-43 authorizing a loan,
Roger McKinley/Jim Hamsher.

6:25 p.m.  BUDGET HEARING:  There were no members of the public present to be
heard.  The Budget Hearing for the 2004-2005 budget was closed.

6:26 p.m.  MSP:  It was moved and seconded to adjourn the meeting.
