CITY COUNCIL MEETING

March 10, 2004

Anna Bass called the meeting to order at 6:00 p.m.  The roll was called, Lance Delgado
being absent.  The City Recorder was also absent due to illness.  The pledge of allegiance
was recited. The minutes of the February 25, 2004 meeting were considered for approval.
MSP:  To approve the minutes as written, Marvin Casebeer/Jim Hamsher.

Planning:  No report

Public Safety:  No report

Abatement:  No report

Landfill:  A written report was given to the Council.  Bruce Lumper and Elizabeth
Drewbeck of the DEQ were recognized and praised the City for its efforts and
participation in the EPOC process to correct wastewater, solid waste and water
compliance problems.  Lumper commended the City for the operational improvements
made to the landfill and presented the Council with a Certificate of Appreciation.
Lumper said he had performed an inspection of the landfill that day and said all aspects
of operation were in compliance.  He recommended periodic pick-up of litter and re-
seeding of the closed areas.  He said he needs a copy of the methane monitoring report
for this year and that the City still needs to update their Operations Plan to reflect current
practices.  A copy of his report is included with these minutes.

Public Works:  Bob Titus said the wastewater pump sent to ABS has been returned and
that ABS claims there was nothing wrong with it.  He said there was no oil in it when he
checked it, but ABS claims there was.  Titus said there appears to be a vibration problem
cause breakage of the brackets that hold the pumps.  He was directed to contact the
engineer and update the Council at the next meeting.

Titus said he talked with Mary at Powder River Corrections regarding the use of inmate
crews to replace the Hospice Building roof and she indicated they couldn’t do it.  He said
he would put it out for bid again and if there is no response he will contact her again.  He
said the cross walks at the school need to be re-painted and that the contractor has been
contacted.

Well Drilling:  Joe Hitz said he had sent John Coombs a letter outlining items terms.  He
said the County Planning department had suggested not purchasing the property because
of future zoning and/or partitioning.  Gary Burnett suggested a permanent perpetual
easement and Hitz said John would look into it.  Hitz also said he had not received any
response from Salem on the well site yet.  Roger McKinley asked if the Council could
give Hitz authority to move forward with the development of the well.  MSP:  To
authorize Joe Hitz to move forward with development of the well, Roger
McKinley/Karen Jacobs.

Office:    No report

Other Business:  It was noted that a group had requested to use the Hospice Building for
bible class discussion and whether or not it would be a problem.  Roger McKinley said it
should be OK as long as the City is not conducting the class.

Resolutions/Ordinances:   None

MSP:  It was moved and seconded to adjourn the meeting.
