CITY COUNCIL MEETING

February 25, 2004

Anna Bass called the meeting to order at 6:00 p.m.  The roll was called, Lance Delgado
and Karen Jacobs being absent.  The pledge of allegiance was recited. The minutes of the
February 3 special meeting, February 11 regular meeting, February 12 & 17 special
meetings, 2004 were considered for approval. MSP:  It was moved and seconded to
approve the minutes of the meetings as written.

The Council recognized Rick Snodgrass who introduced himself as the new owner of the
Branding Iron Restaurant & Lounge.  Mr. Snodgrass asked the Council for a social
gaming license in order to operate 21 tables within the lounge.  He also said he would
like to provide outdoor seating for the restaurant. It would be limited to 16 people and
alcohol would not be served.  The Council generally agreed it was more of a health
department issue and thought it would be fine.  Snodgrass also said he needs to install
headers and posts to reinforce the wood awning above the entrance and was referred to
Planning for approval.  MSP:  To approve a social gaming license for the Branding
Iron Lounge, Roger McKinley/Jim Hamsher.  Mr. Snodgrass was advised the cost of
the license is $25 per year and that he could pick it up the next day.

Margie Walton addressed the Council and asked for approval of the Rural Fire Protection
Agreement.  She explained that the agreement had not changed from the prior year.
MSP:  To renew and approve the Rural Fire Agreement, Marvin Casebeer/Roger
McKinley.

Planning:  No report

Public Safety:  No Report

Abatement:  No Report

Minutes February 25, 2004

Landfill:  A written report was given to the Council and Bob Titus reported that the site is
still muddy.  He said may modify the entrance to the pit.

Public Works:  Bob Titus reported that Ken Buchen of ABS Pump told him the
wastewater pump sent to them for repair showed nothing was wrong with it.  Titus said
he had checked the oil level before shipping and nothing registered, however, Buchen
claims there was oil in the pump.  Buchen did say he noticed wear on the impeller and
noted there might be a design problem in the system.  He also said there could be a
problem with the alarm system which would mean the other pumps (sent to Triangle
Pump) also did not need repairs.  Triangle Pump indicated the pumps they received,
however, had seal failures.  It was agreed that Scott Nebeker of Anderson Perry should be
contacted about the situation and the possibility of a design problem allowing air to be
trapped causing wear on the impellers.  Titus was also asked to get a quote by the next
meeting from the telemetry company for checking out the telemetry system.

In other business, Titus said the water turbidity problem has settled down.  Discussion
followed regarding the possible alternatives for water use during times of high turbidity,
including using water from the reservoir only, shutting down the galleries and running the
two wells.  Titus said it might work as long as the reservoir maintains the same level and
noted the reservoir should be re-circulated anyway.

Titus informed the Council he would be taking the last week of March and the first week
of April off for vacation.

Well Drilling:  Joe Hitz said he met with Fred Winegar and John Coombs and had looked
at the proposed site on John’s property.  He said Coombs asked to have his requests put
in writing to be presented at the next meeting.  Hitz said he found that two water rights
can be put on the well and that stock water won’t have an effect because the water right
can be written for the amount that “comes to town.”  He said the site is very muddy and if
approved, it will be a couple of months before work could commence.

Regarding the well drilled on City property, it was noted that there has been no word
from the state yet.  Hitz was advised to look into it.

Mike Springer said he would follow up looking into the proposed diversion of Dixie
Creek (above the galleries) by speaking with Ken Delano of the Soil & Water District.

Office:    MSP:  To pay the February bills, Jim Hamsher/Roger McKinley.  The
Council was given a copy of the letter sent to Butch Goslin reminding him of his
responsibility to pay April 2003 tipping fees per the Franchise Agreement.

Property Purchase:  No Report

Resolutions/Ordinances:   The City Recorder reported that it is time to renew the Solid
Waste Franchise and it was noted that they had previously agreed to increasing the term

longer than one year.  It was agreed that the term should be increased to 5 years and the
ordinance adopted at the March 10 meeting.

Other Business:  Mike Springer reported that the person who created the City of Joseph’s
web page charged $2,500 and said the City may have to upgrade a computer in order to
accommodate the endeavor.

He also reported that he has been looking into sexual harassment training and had
checked out Grant County’s personnel policy regarding the same.  He said there seems to
be an abundance of training available (at a price) and was encouraged to pass the
information on to the Mayor.

Anna Bass said that ODOT will have training opportunities available to City employees
in April at no charge.  Areas covered include HAZMAT, first aid, fire extinguisher use
and hearing conservation.
