CITY COUNCIL MEETING

November 12, 2003

Mayor Delgado called the meeting to order at 6:00 p.m.  The roll was called, Anna Bass and
Marvin Casebeer being absent.  The minutes of the October 22 meeting were considered for
approval.  MSP:  To accept the minutes as written, Roger McKinley/Jim Hamsher.

Mike Springer was recognized as a candidate for the open council position.  He expressed his
interest in becoming involved and the Council welcomed and thanked him.  MSP:  To
appoint Mike Springer to the open council position, Jim Hamsher/Roger McKinley.
Mr. Springer was sworn in by the Mayor and took his seat at the table.  It was noted that his
term would expire December 31, 2006.

Planning:  No Report

Public Safety:  Chief Welch said he had again applied for and received a traffic safety grant
for seat belt overtime and had also applied for another block grant for overtime.  He said the
radar trailer is being used and that he has ordered decals for it.  There was some discussion
regarding placing the extra police car at the edge of town to slow traffic.  He also said he had
talked with the city attorney about the policy manual and that she agreed to review it at no
charge.

Landfill:  Bob Titus provided a written landfill report dated 11/7/03.

Public Works:   Bob Titus reported that the water and sewer line project is almost done.  He
said the water line has been extended to Steve Close’s property but was not connected to
Harrington’s.  Harrington’s will not be hooked up to the new line unless they begin to
experience problems with the old one.  He said the new fire hydrant is also in place and that
the line should be flushed monthly due to low volume of use.  There was some discussion of
having the fire department flush the line, but it was determined that it is the responsibility of
public works to flush the line regularly to ensure water quality.

Titus also reported that he had completed the fieldwork for the sewer project certification and
was now working on the letter.  He said he would like the Mayor to review it when he is
done.  It was noted that Jim Hamsher is the public works commissioner and should be the
one to review the report.

It was reported that another seal failure occurred on one of the booster pumps.  Discussion
followed about contacting the city attorney and having her speak with the engineer about the
problem.  Titus was asked if it is the manufacturer or the pump repairman that is claiming it
is the city’s grinder that is the problem.  Titus said it is the repairman.  Titus was instructed to
contact the engineer and find out about the letter he is drafting.  The Recorder said she would
contact the attorney and put her in touch with the engineer.

Mayor Delgado asked Bob Titus what his next project is.  He said he wasn’t really sure, but
that they’re still cleaning up at Depot Park.  He said they could probably clean the sump
pump at the lagoons.  Jim Hamsher suggested working on the sprinkler system in the City
Park instead of waiting until spring.

6:40 p.m.  Well Drilling:  Roger McKinley said he needed a couple more weeks to contact
the landowners about a 2nd well site.  There was discussion of what to do about the first site
and it was decided that the (approx) 50 gpm should be re-drilled and recovered pending the
test results.  It was also determined that the project should go out for bid.

Accounts Payable:   MSP:  To pay the November bills, Roger McKinley/Jim Hamsher.

It was noted that no bids were received on the hospice building roof project.  Jim Hamsher
said he’d like to see the inmate crew utilized to assist the city crew and volunteers in
removing and replacing the roof.  Mike Springer said due to recent policy changes, it would
be a good idea to look into insurance liability for a roof project before proceeding.

6:50 p.m.  Mayor Delgado addressed the issue of the amounts owed to the City by Butch
Goslin for attorney fees and tipping fees.  Jim Hamsher said he would like to discuss the
issue with Goslin to see if he could work something out.  The council agreed and asked him
to report at the next meeting.

Texaco Property:  Mayor Delgado reported that the owners of the Texaco station have now
requested the City pay the past due property taxes (approx $6,000) in addition to sales price
($70,000.)  He said he did not recommend it and the Council generally agreed they should sit
tight for now.  It was agreed that the City should continue to explore its options and develop
a plan for expansion.

Resolutions/Ordinances:  none

Other Business:  The November/December meeting schedule was considered.  MSP:  To
cancel the November 26, 2003 council meeting, Roger McKinley/Mike Springer.  MSP:
To cancel the December 24, 2003 council meeting, Jim Hamsher/Mike Springer.  The

City Recorder noted that she would not be in attendance at the December 10 meeting and
would be gone through the 15th.

Executive Session:  Mayor Delgado said that although the employee interviews had finally
been completed, the Council had not had time to review them so the executive session would
not be held at this time.  He suggested that Karen Jacobs and Jim Hamsher put together a
summary for the Council.  It was also agreed that a special meeting be held to address the
situation and it was decided that the date would be determined at the December 10 meeting.

Museum:  There was discussion on where to store the museum contents if the restoration
project moves forward.  It was noted that there is a possibility of utilizing storage containers
provided by Eastern Oregon Fast Freight.  It was also suggested that the airplane hangar at
the Oxbow could be a possibility.

7:10 p.m.  It was moved and seconded to adjourn the meeting.
