CITY COUNCIL MEETING

September 10, 2003

Mayor Delgado called the meeting to order at 6:00 p.m.  The roll was called, Anna Bass
being absent.  The pledge of allegiance was recited.  The minutes of the August 27
meeting were considered.  MSP: To approve the minutes of the August 27 meeting as
written, Marvin Casebeer/Jim Hamsher.

Planning:  No Report

Public Safety:  No Report

Abatement:  Mayor Delgado asked about the status of the Bailey complaint and was
advised by the City Recorder that the City Attorney said she would write and mail the
letter the next day.  Regarding the Hicks’ fence issue, she said the attorney is handling the
letters and scheduling of the hearing and advised the Mayor and Council to contact her
directly with questions because of the complexity of the matter.

Landfill:  Bob Titus reported that the landfill is fine and operating.  Roger McKinley
asked for his written report but Titus said he did not do one.  He was reminded that he is
to turn in a written report at each meeting and agreed to do so.

Public Works:  Bob Titus reported that the wastewater pump had been repaired and
returned to the City.  He said since B & D Electric/Dennis Voigt had removed the pump
he was going to have him re-install it.  He also said he did not get quotes on the J-boxes
and their installation because he thought he would just have Voigt perform the work at
the same time and felt it wasn’t worth the time to get quotes.  The Council expressed
concern over not getting estimates on the work as well as the tight budget for the sewer
fund and directed Titus to get quotes.

Titus reported that Mark Webb had inspected the trees at the end of Cozart Street and
said they are overgrown but not dead and did not suggest removing them.  With regard to
the trees in Depot Park, Titus said he was getting quotes on their removal and would talk
with the County about it.

Titus presented the Council with paperwork (see copies) containing estimates for
cleaning the two water tanks.  He said he thought it had last been done in 1998 and
should be done again in conjunction with the water system improvement project.  The
Council suggested having any epoxy work done at the same time if needed and said to go
with the best price.

Restroom Project:  Bob Titus said had received two bids on the restroom project but had
not opened them.  Mayor Delgado opened the bids:  Iron Triangle $4,525.79 and Les
Church $2,500.00.  It was noted that the City is to supply the epoxy, wood molding and
PVC trim to redo the inside finish work.  The Council questioned the bid amounts in that
they seemed quite high.  The Recorder said there is approximately $3,033 left in the
budget for completion of the project.  Jim Hamsher questioned why the interior has to be
redone and discussion followed regarding how poor it looks.  The Mayor noted that the
City owes it to the volunteers and contributors to make the building look presentable.  It
was suggested that the bids be refused and that the City could look for volunteers or ask
for new bids by the September 24 meeting.

In other business Titus reported that he would be attending Short School September 22 &
23.  The Council questioned whether or not Chris Camarena was also attending but Titus
said he was not because he didn’t have enough hours in last Fall to get his certification.
The Council pointed out that it has been almost a year since then and asked how many
hours Camarena has or needs, but Titus did not know.  He was instructed to find out and
make sure Camarena has the opportunity to take the test and get all available training as
soon as he is eligible.  He was told to keep on track with it and to report his findings at
the next meeting.  When asked, he reported that Georgia Patterson attended her training
last year and attends every other year.

Joe Hitz reported that the ad for chip sealing had been advertised in the paper as well as
the street, sewer and water projects for the year.  The Council asked Bob Titus if he had
looked into removable speed bumps (for the alley behind the drug store) but he said he
hadn’t been able to locate any.

6:50 p.m.  Accounts Payable:  The City Recorder told the Council that she would be
providing a revenue and expense report at each meeting for their review.  She also said
that after each bill-paying run she would be providing each department with an updated
report so they can keep track of their budgets.  Mayor Delgado referred to the JWN bill
for well drilling and asked Jin Neal to update the Council on his progress.  Neal
explained that the drilling had been shut down temporarily by the State because the City
had not done all the paperwork needed to begin the project but that it was being taken
care of.  He went on to explain that he had found approximately 50 gpm at 120’ to 160’,
but in order to continue drilling he would have to seal that portion with concrete.  If no

more water is located any deeper, the cement can be drilled out and the water can be
utilized.  He explained that each time water is encountered it has to be sealed off so none
of the sources are mixed.  He said he could stop at this point and begin drilling another
hole or cement this source and keep drilling and asked the Council for a decision.  He
was instructed to cement and continue drilling.  Discussion returned to the accounts
payable.  MSP:  To pay the bills, Marvin Casebeer/Karen Jacobs.

Resolutions/Ordinances:  None

Other Business:  Mayor Delgado said he had met with Patrick Knight of ODOT on
Monday and said the City needs to make a decision relating to access points along the
highway through town.  He said it can be designated a “Special Transportation Center” or
an “Urban Business Area” allowing for growth within the city limits and will make it
easier to put in access points when needed.  (Access point would be for businesses, not
residences.)  He said there is no cost for the designation, but if in place, there is a
potential for Federal monies to be available for development.  Once the City approves a
designation, Bob Titus will need to prepare a table with mileage points.  There was
general discussion and Mayor Delgado said he would get some additional information.

The City Recorder presented a written request for a copy of the notes taken at her
interview with Councilor’s Jacobs and Hamsher.  The request also asked for an update
from the Council on where they are with the employee interviews and mediation, job
descriptions and a wage scale.  It was agreed that she could have a copy of the notes
taken at her interview.  It was also stated that any other employee who would like a copy
of the notes taken at their interviews could have them.  Councilor Jacobs said they had
still not yet completed the employee interviews and it was noted that the police
department employees should not be left out of the process.  She said the interviews
would be completed within the next two weeks.  Mayor Delgado said he still did not have
the job descriptions finished yet and asked Bob Titus to get back to him with the ones he
had given him.  It was questioned whether or not the council said they would come up
with a wage scale.  The Recorder pointed out that it had been discussed briefly during
budget and is outlined in the Personnel Policy.  Mayor Delgado said he would keep
working on the job descriptions and do some research on a pay plan.  October 8 was set
for a target date.

Roger McKinley suggested building a wall along Front Street in front of the Nursing
Home and finishing off the street to provide parking.  It was noted that the State should
be contacted.

The Recorder said she had found an agreement with the school that (in 1987) designated
the City Council as the body in charge of appointing members to the Doe Scholarship
Committee.  She asked if anyone could recall what happened to the process since the
minutes did not reflect it ever being done after the first time but no one could recall.  The
agreement provided that 3 members would be appointed; 1 for 1 year, 1 for 2 years, and 1
for 3 years, so it would appear someone new should be appointed each year.  It was noted

that Tom Berry is involved and may be able to answer some questions.  Mayor Delgado
said he would look into it.

It was noted that there is no street sign and the corner of Main and Bridge.

7:40 p.m.  It was moved and seconded to adjourn the meeting.
