CITY COUNCIL MEETING

June 11, 2003

Mayor Delgado called the meeting to order at 6:00 p.m.  The roll was called, Karen
Jacobs being absent.  The pledge of allegiance was recited.

Mayor Delgado opened the budget hearing and asked for public comment.  Georgia
Patterson asked to be recognized and spoke on behalf of the employees.  She addressed
the council and proposed that since no pay raises were given this year, would the council
consider providing sewer service ($30 per month) free of charge to the employees.  She
said the cost to the City would be much less than if cost of living raises were given.  It
was noted that in the past water service was granted to the employees in lieu of a raise.
Discussion followed regarding health insurance rate hikes, increased sewer line
replacement costs and how much revenue the sewer fund had received so far in
comparison to the budgeted estimate.  It was agreed that the council would look into the
possibility when the year-end figures are available.

Planning:  No Report

6:20 p.m. Public Safety:  The Recorder explained that the city attorney reviewed the
abatement ordinance and said it was in order but it is very important that each step be
followed, i.e., the council must go through all the steps outlined.  Officer Welch said the
city should also contact the attorney prior to taking any action such as physically abating
a property.  The question was asked if the “fence issue” is planning or abatement.  Officer
Welch said the process is the same as for abatement when there is a violation.

The Bailey property complaint was recapped and determined to be in violation of section
8.04.050 of the nuisance ordinance.

Minutes June 11, 2003

It was noted that written complaints should be required in order to be considered and it
was questioned whether or not a written complaint was received on the fence issue.  The
VanNewkirks (fence issue complainers) were present and said there was.  They went on
to elaborate on the problem and stated that the Hicks’ had parked a snowmobile trailer in
the corner of the yard to further block their vision.  Mayor Delgado reminded them they
were not on the agenda and asked them to put the complaint about the snowmobile in
writing.  He said the problem would be investigated and presented at the next meeting.

6:45 p.m.  Landfill:  Bob Titus said the landfill is not in too bad of shape with some
blowing papers.  He said he would work on cleaning it up on Friday.  It was suggested
that he contact Lance Stoneman of the probation office about utilizing their services.
Mayor Delgado asked if Bob had a written inspection report for the landfill.  Titus said
no.

Public Works:  Bob Titus reported the restroom building is due to be delivered the week
of June 16 but that he doesn’t know what to do next.  Discussion followed regarding the
finish work and types of materials that could be utilized.

Mayor Delgado asked Titus what his next project was.  Titus said there is always
something to do at Depot Park.  He said the old wagon in the landscaping is falling apart
and a decision needs to be made whether or not to restore it.  Discussion followed but no
decision was made.

Mayor Delgado asked Bob Titus why there was a wad of tissue taped over the alarm on
the telemetry station. He said it was because the alarm is so loud.  He was asked to
contact the telemetry people about turning it down, but he just offered that he could
disconnect it.  The council said no.

7:00 p.m.  Accounts Payable:  MSP To pay the June bills, Marvin Casebeer/Roger
McKinley.

Mayor Delgado asked if there was anyone present who had any comment on the budget.
There was none.

7:10 p.m. MSP:  To close the budget hearing, Jim Hamsher/Anna Bass.

The council was asked to consider Resolution 2003-40 adopting the annual budget.
MSP:  To adopt Resolution 2003-40 A resolution adopting the annual budget,
imposing taxes, and making appropriations for fiscal year 2003-2004, for the City of
Prairie City, Grant County, Oregon, Anna Bass/Jim Hamsher.

The council was asked to consider Resolution 2003-41.  MSP:  To adopt Resolution
2003-41 declaring the City’s election to receive state revenues, Anna Bass/Marvin
Casebeer.

Other Business:  Mayor Delgado gave each council member a copy of a letter he received
from a citizen prior to the meeting.  He explained that it would have to be discussed at the
next meeting in executive session because it was a complaint about an employee.  He
asked Bob Titus if he would be present at the next meeting and Titus said he would.

Joe Hitz said the advertisement for well drilling was in the day’s paper.
