CITY COUNCIL MEETING

August 14, 2002

Mayor Wolf called the meeting to order at 6:00 p.m.  The roll was called, Karen Jacobs,
Lance Delgado and Mort Rennels being absent.  The pledge of allegiance was recited.

The minutes of the July 10, 2002 regular meeting and the July 31, 2002 special meeting
were considered for approval.    MSP:  To approve the minutes of the July 10 & July
meetings as written, Marvin Casebeer/Anna Bass.

Mayor Wolf recognized Judy Jacobs of PCCA who informed the Council that her
organization had hired Toni Morgensen to paint a mural on a privately owned building at
the east end of town.  Toni presented a sketch of the mural and said she was painting it at
a much-reduced price of $900.  Jacobs asked the Council to donate $450 toward payment
for the mural.  The Council was supportive, but strongly suggested that they should have
been notified prior to the start of the project.  Motion:  To provide $450 to PCCA
toward payment of the mural, Anna Bass/Marvin Casebeer.  Roger McKinley voted
against the motion.

NOTE:  The above motion did not actually pass due to voting/quorum requirements.
Even though enough members were present (4) to constitute a quorum, all 4 would have
to have voted in favor in order for the motion to pass.  The motion may be re-introduced
at the next meeting.

6:20 p.m.  Action List:

 Methane monitoring:  It was reported that Bruce Lumper of the DEQ does not

recommend installing permanent bar holes at the landfill site to monitor methane
gas.

4th of July Banner:  Bob said sent the banner out for repairs, which will cost
approximately $435.

 Wastewater certificate of completion and change order:  Mayor Wolf said he had
met with Anderson Perry and resolved the issues.  Final inspection and training
will be August 29 & 30.

 Pump for well:  Joe Hitz said the new pump should arrive by Friday or Monday

and be running by the end of next week.

 Steve Close/double rates outside city limits:  The City Recorder reported that

Vicki Goodman of Oregon Economic and Community Development said the City
would be in violation of their funding contract if they reduced the water or sewer
rates.

 PERS decision:  Bob Titus said the employees do not wish to change the policy

on the sick leave cap.



2nd well site:  Roger McKinley said he would like the Council to consider using
NorthWest Aquifer Surveying to locate the most likely site for another well. The
company uses electro-seismic technology for ground water mapping. Joe said it
would cost approximate $3,500 per test site ($230 per sounding) and that the
landowners would have to give their permission. The Council agreed that more
information should be gathered in order to make sure the company is reputable.
MSP:  To test 3 sites contingent on the credibility of NorthWest Aquifer
Surveying, Roger McKinley/Anna Bass.  It was noted that the site located on
City property be tested.  The City Recorder asked who would be making the
judgment on the credibility.  The Council agreed that they should be given the
information available and would go over it prior to the next meeting in order to
make a decision.

 Landfill tarp repair:  Bob said he was still using the tarp and had not repaired it.
Mayor Wolf said the tarp needs to be taken out of service and repaired and he
suggested soil be used for interim cover.

 MOLO training:  Bob said he is looking into a training seminar in Washington.

Planning:  No Report

6:40 p.m.  Public Safety:  Dave Welch reported that ODOT will paint a fog line along
Front Street to limit the size of vehicles that can park there.  He also said he has applied
for a grant to receive a radar reader board and that the department will once again have
bicycle helmets available.  Anna Bass commented that a number of children have been
riding without helmets.  Roger McKinley expressed concern over two trees at the west
end of town that block the vision of truck drivers pulling out onto Front Street.  Officer
Welch said he would look into who owns the trees and what could be done.

Minutes August 14, 2002

Landfill Inspection Report:  Bob Titus gave the Mayor an inspection report.  The Mayor
said it appears that the operator is not keeping the papers picked up at the site and
suggested a letter be written warning him to correct the problem.  Bob also said the
landfill operator has not yet registered for the required certification training.  The Mayor
said a letter should be written to remind him of the requirement.

Public Works:  Bob Titus reported that water levels are dropping and it was noted that the
school may have to cut back on watering the football and baseball fields.  The Council
expressed concern over the football field becoming too dry and hard for the upcoming
season.

The irrigation system is now working and a final inspection and training session for all
public works employees is scheduled for August 29 & 30.  Any outstanding problems
will be addressed at that time as well.

Bob Titus addressed the Council and asked to be paid for 1 week’s comp time.  He stated
that when he goes to trainings, it costs him additional money.  He was reminded that the
City pays mileage, meals and lodging and was asked what sort of expenses he felt were
not being covered.  He just stated “personal expenses.”  It was noted that no comp time or
overtime funds had been budgeted to any of the departments and that it would be a
violation of budget law to exceed the amount in the Personal Services category. It was
also noted that if the City were to grant such a request to one employee, it would have to
do it for all of them, at least in the same department. Officer Welch offered that his
department didn’t encounter additional costs when attending trainings that he felt should
be covered. Discussion followed as to how much it would cost.  Mayor Wolf said more
information would have to be gathered.

Office:  Ordinance 018 was introduced.  The City Recorder explained that the ordinance
was needed in order to complete the vacation process for the Stanbro property that was
done in February of 2001.  The ordinance was read once by title and once in its entirety.
MSP:  To adopt Ordinance #018 vacating a portion of a certain public street and
declaring an emergency, Roger McKinley/Marvin Casebeer.

Resolution 2002-36 was introduced.  The City Recorder explained that since the City had
not anticipated receiving funds from PCCA for the restroom project, a resolution would
have to be passed in order to accept and appropriate the money.  MSP:  To approve
Resolution 2002-36 Appropriating Unexpected Funds, Anna Bass/Roger McKinley.

Accounts Payable:    MSP:  To pay the August bills, Marvin Casebeer/Anna Bass.

7:25 p.m.  Mayor Wolf said he had talked with one of the owners of the Texaco property
and was told that they property could possibly be acquired for $75,000 if the City was
willing to support “gifting” the difference between that amount and a higher figure.  It
was noted that the City’s attorney has been contacted about the legality of doing so.  It
was generally agreed that the Mayor should continue looking into the acquisition.

Mayor Wolf said the engineer needs to know if the City wants to continue pursuing the
site chosen for the sand filtration site.  If so, a Cultural Resource Survey has to be
completed.  It was agreed that the engineer should go ahead with arranging for the
survey.

Mayor Wolf informed the Council that the museum has received a grant for $24,000 for
improvements to the building.  The grant was actually awarded to the County since they
are the owners.  The City Recorder said she would be contacting the County Treasurer
about how to proceed.
