CITY COUNCIL MEETING

July 10, 2002

Mayor Wolf called the meeting to order at 6:00 p.m.  The roll was called, Karen Jacobs
and Lance Delgado being absent.  The pledge of allegiance was recited.

The minutes of the June 26, 2002 regular meeting were considered for approval.    MSP:
To approve the minutes of the June 26 meeting as written, Anna Bass/Marvin
Casebeer.

Action List:

Scrap Metal - Bob Titus reported that Mark Wishard will take it.
Pump info for Johnson Street well – Bob said he turned it over to Joe Hitz to do.
Tent info – has been purchased.

Planning:  No Report

Public Safety:  No Report – Dave said he would be on vacation the week of July 15.

Landfill Inspection Report:  Bob Titus said he did not have copies of his written
inspection report to turn in but would have them the following day.  He said the
guidelines for methane monitoring have changed requiring bore holes to be drilled at
various intervals and suggested having permanent stations installed which would require
an engineer’s stamp.  It was suggested that Bruce Lumper of the DEQ be contacted for
reference on the matter.

Public Works:  Bob said the telemetry system is being installed.  The main lift station
stopped working this week due to extreme heat.  It was suggested that insulation and an
awning be installed to protect the panel from exposure to the sun.  In other business, Bob
said the 4th of July banner (donated by the Chamber of Commerce) is falling apart mostly
due to the wind.  He said he would contact the Chamber about replacement or repair.  It

was noted that the 2002 Street projects are currently being advertised with bid opening
scheduled for 7/19/02.

Accounts Payable:  The Council raised questions regarding a bill from Rustic Brass Bells
for delivery charges.  Bob Titus explained it was a bill from his business for returning the
emergency pump to Portland.  When asked why he billed it from his business and not as
an employee being reimbursed for mileage he said it was because he couldn’t do it for
that price.  When asked to explain, he said he had to put money into a hitch for his
vehicle and have another driver go along with him.  Concern was expressed as to an
employee being paid as an outside contractor and any possible conflict of interest and the
legality as well as the higher cost.  Mayor Wolf said it should have been discussed and
approved ahead of time and so should any such dealings in the future to avoid stirring up
controversy.  MSP:  To pay the July bills, Marvin Casebeer/Roger McKinley.

Mayor Wolf referred to a Certificate of Substantial Completion submitted by Anderson
Perry on behalf of Becker Construction for the wastewater project.  He said he would like
to meet with Scott Nebeker and make sure the final testing will be very thorough before
approving it.  He also referred to a change order from Becker and said he would be
discussing it with the engineer prior to approval.

Mayor Wolf addressed the Council regarding the citations issued to the demolition derby
drivers at the 4th of July parade and explained that he had been under the impression that
the drivers had been notified prior to the parade that they were not to do burn outs and
drive erratically. When he witnessed the unsafe driving, he felt the drivers were ignoring
the warning and gave the order to have them cited.  Upon review, he said he had made
the decision to drop the charges.   He said that even though he was fairly sure some of the
drivers were notified, he felt the overall consequence of citations was a little harsh.  He
invited any of the Council to talk with him regarding the issue if so inclined.
