CITY COUNCIL MEETING

May 8, 2002

Attended:

Leonard Wolf, Mayor
Karen Jacobs, Councilor

Dave Welch, Chief of Police
Bob Titus, Public Works

Mayor Wolf called the meeting to order at 6:05 p.m.  The roll was called, Anna Bass,
Lance Delgado and Mort Rennels being absent.  The pledge of allegiance was recited.

The minutes of the April 24, 2002 regular meeting were considered for approval.    MSP:
To approve the minutes of the April 24 and meeting as written, Marvin
Casebeer/Karen Jacobs.

Action List:

Old Business

 Mayor Wolf asked Bob Titus which MOLO Training session he would be

attending.  He said he would be going to the September session and needs to
register by August 19.

 Regarding the Tarp Performance Report due by 8/1/02, Mayor Wolf asked Bob
Titus what the condition of the tarps is.  He said one tarp has a tear in it but he is
still using it.  He was asked why he doesn’t use one of the other 3 tarps and have
the torn one repaired.  He said the tarp company would provide a repair kit and
that he would fix it.

New Business

 Mayor Wolf asked if Bob Titus had completed a written report for the previous
meeting’s landfill inspection report.  The Recorder said he had turned one in.
Mayor Wolf reminded him that the reports should be done and tuned in on time.

 Mort Rennels was not present at the meeting but it was noted that he had talked

with Lyn regarding the PERS/sick leave cap.

Planning:  No Report

Minutes May 8, 2002

Public Safety:  Dave Welch reported that the dog Control Officer is no longer working
for the department.

Landfill Inspection Report:  Bob Titus reported that the landfill looked about the same.
Mayor Wolf asked for his written report but he did not have one.  He was told the reports
are to be in writing for the record and to be sent to the landfill operator as well.  Bob said
he had sent the previous reports to the operator.

Public Works:  Bob Titus reported that both sewer pumps are down and that Becker’s
foreman had arranged for an emergency pump to be delivered that evening.  He said the
problem did not appear to be electrical but possibly the bearings had gone out.  He said
he would pull one of them out in the morning.  Roger McKinley asked why he didn’t pull
them out that day.  It was decided that the pumps should be pulled and repaired as soon
as possible.  Bob said he would deliver them to Prineville the next day for repair.  He said
the construction engineer would be installing the emergency pump as soon as it arrives
(tonight.)  It was decided that the cost of repairing the old pumps should be compared to
the cost of running the emergency pump.

Bob said the video crews had been finding a number of leaks in the sewer lines and that
some will need immediate attention.  When the inspection is complete a report will be
issued.

Office:  No Report

Accounts Payable:  The Ferguson bill for providing data restoration was discussed and
members of the council did not feel the City should have been billed for the service.  It
was decided that the bill should be paid and be done with it.  MSP:  To pay the May
bills including the Ferguson bill, Marvin Casebeer/Roger McKinley.  Mayor Wolf
opposed.

Other Business:  The Mayor said he had toured the Canyon City and John Day restroom
facilities and is working on determining the best choice for the City Park project.
