CITY COUNCIL MEETING

March 13, 2002

Mayor Wolf called the meeting to order at 6:00 p.m.  The roll was called, all members
being present.  The pledge of allegiance was recited.

The minutes of the February 27, 2002 regular meeting were considered for approval.
MSP:  To approve the minutes of the February 27, 2002 meeting as written, Marvin
Casebeer/Roger McKinley.

Mayor Wolf recognized Mindy Voigt and Gavin Chrisler of the 4-H Swine Club who
addressed the Council regarding volunteer services.  Mindy said the club has
approximately 20 students ranging from 4th to 7th grade who have volunteered to help
clean out the flower beds on Front Street.  Mayor Wolf said Peggy Anderson had done
the work last year and would probably welcome the help.  Mindy said the students would
be available Friday afternoons and Saturdays.  Mayor Wolf said the City would try to
come up with some projects for the club.

Mayor Wolf recognized Sarolta Sperry who has volunteered to fill a vacancy on the
Budget Committee.  MSP:  To appoint Sarolta Sperry to the Budget Committee for a
3-year term, Anna Bass/Marvin Casebeer.  Mayor Wolf thanked Ms. Sperry for her
interest in becoming involved.

Eric Walstrom, Economic Development Coordinator for Grant County addressed the
Council regarding a resolution to attach an electronic commerce designation to the Grant
County Enterprise Zone.  He explained that the designation would be an additional
incentive to attract electronic commerce businesses to the area.  Currently it is a pilot
project with only four designations allowed in the state.  He said a resolution is needed
from all of the original sponsors (the cities) of the Grant County Enterprise Zone in order

to process the application.  Discussion followed on whether or not the designation would
apply to home based businesses, but Mr. Walstrom said it probably did not.  Mort
Rennels moved to adopt the resolution to sponsor an electronic commerce zone
designation to be added to the existing Grant County Enterprise Zone.  Anna Bass
seconded the motion.  Karen Jacobs said she thought the wording should be changed in
the last paragraph of the first page to add the wording “businesses such as” and the
Council agreed.  The motion was amended to reflect the change, Mort Rennels/Karen
Jacobs; the council voted unanimously to adopt the resolution.

Planning:  No Report

Public Safety:  No Report

6:35 p.m.  Public Works:  Bob Titus said the wastewater project is progressing well and
that the (Becker) crews are working 4 ten hour days (off on Fridays) at this time.  He was
asked if the track machine does damage to the streets but it was noted that it has street
pads in place.

Landfill:  Bruce Lumper of the DEQ said he had performed a surprise inspection of the
landfill earlier in the day.  He said the site looked very good and noted only two issues;
that of a tear in one of the tarps and that a small amount of waste around the edges is still
being picked at by birds.  He said a modest amount of cat work should correct the
problem and that he had discussed with Bob what needs to be done when the weather gets
better.  He noted the wind fence is up and in good condition. He asked that the methane
monitoring results (currently in the Public Works files) be filed with the City Recorder’s
landfill records and that he and the Recorder would soon begin minor revisions to the
Operations and Site Development Plans. The Council was urged to visit the site
periodically and to continue with a regular monitoring program.  He said he would
provide Bob with a checklist inspection form to be filled out and turned in to the Council
and noted that Recycling Brochures should be made available at City Hall and the
Recycle Center.  Discussion followed regarding the slick condition of the access road and
it was determined that the operator is responsible for its upkeep.  Bruce reminded Bob
Titus that the performance report on the use of tarps is due August 1, 2002.  He also
reminded the Council that the landfill operator is required to be trained and certified as a
Manager of Landfill Operations Course (MOLO) through the Solid Waste Association of
North America (SWANA) certification program per the contract for operations and the
Landfill Operations Plan.   He recommended Bob also attend the training.  He noted the
closest training sessions available are in April (Las Vegas) and another in September
(Denver) and that the operator was supposed to have completed it within the first year of
implementing the Operations Plan.  In closing, he noted the good progress the City has
made on obtaining contracts for control of the operations pertaining to the landfill and its
efforts to purchase the site.  Discussion then followed on the projected life of the trenches
based on the current filling manner.  It was noted that now the loads are all being
weighed, much more waste is being deposited than was ever recorded in the past.  Bruce
felt the current trench would last another five years at the current rate and that with the
development of the next four trenches, the life of the landfill would be approximately 25

years.  The suggestion was made that the City should consider not accepting construction
debris and reserve the landfill for residential waste in order to prolong trench life.  In
other landfill business, the Council noted the landfill operator had finally provided proof
of insurance as required by the contracts, but asked the City Recorder to obtain a copy of
the actual Workers’ Comp Policy.

7:00  Accounts Payable:  The bill from Marciel Well Drilling was questioned due to the
amount billed for rental of a generator ($2,675).  Roger McKinley said he would call
Marciel the following day to check it out.  Joe Hitz addressed the Council regarding the
change order in the amount of $3,700.47 for the 4th Street Waterline Project.  He
explained each of the changes/additions in detail as listed on the order.  MSP:  To pay
the bills with the exception of the Marciel bill until Roger McKinley verifies the
amount to be paid, Lance Delgado/Anna Bass.

The subject of the tennis court was brought up with regard to why the City is still paying
the electric bill.  Mayor Wolf suggested the meter be disconnected or removed.  Anna
Bass said she would contact the school regarding the lease agreement.  Bob Titus said he
would contact the electric company about disconnecting the meter.

Mort Rennels asked if the land sale to DR Johnson had ever gone through.  The Recorder
said the documents have been at Land Title for some time, but that Johnson’s attorney
wanted the City to sign an agreement that held the City responsible if hazardous materials
are discovered on the property – a move not recommended by the City attorney.  It was
suggested that a letter be sent to Johnson giving him a timeline in which to complete the
purchase.  The City Recorder said she would contact Nancy Trueblood (Johnson’s
secretary) and see what was going on.

Karen Jacobs brought up the question of how many hours the Recorder works and
expressed concern that the Council should (during budget) make sure employees are
being appropriately compensated for their time.

There was a brief discussion of road projects to be considered. It was decided that Bob
Titus and Roger McKinley would obtain last year’s engineering information from
Ferguson Engineering and that they should meet prior to the next Council meeting to go
over the estimates.
