CITY COUNCIL MEETING

February 13, 2002

Mayor Wolf called the meeting to order at 6:00 p.m.  The roll was called, Anna Bass and
Mort Rennels being absent.  The pledge of allegiance was recited.

The minutes of the January 23, 2002 regular meeting were considered for approval.
Karen Jacobs noted someone had accompanied Butch Goslin to the meeting and that her
name should be added to the list.  MSP:  To approve the minutes of the January 23,
2002 meeting as written, adding “Jackie” to the list, Lance Delgado/Marvin
Casebeer.

6:05 Mayor Wolf recognized Lyn McDonald who addressed the Council on behalf of the
Senior Grad Night committee.  She gave the Council some background on the purpose
of the party and the activities provided, explaining that donations are used to purchase
gifts that are won at the party.  It was noted that the City had donated $100 in 2000 and
$200 in 2001.  Discussion followed wherein it was decided that a per capita amount
should be established in all fairness to future classes.  MSP:  To donate $400 to the
Grad Night Party committee based on $20 per student, Lance Delgado/Marvin
Casebeer.

Planning:  No Report

6:20  Public Safety:  Dave Welch said he had looked into the possibility of obtaining a
4WD vehicle for free through a federal surplus program.  Dues to join the surplus
program are $500 per year.  He said there had been problems getting stuck in the snow
this year and indicated the need for a 4WD for winter patrol.   Roger McKinley didn’t

like the idea of only using a vehicle part of the year and said perhaps the City should
consider replacing one of the cars with a 4WD for year round patrol.
Officer Welch said he will be attending management training out of town for 2 weeks
beginning February 16 and will return March 1.  He also said animal control is in force
and estimated that 90% of the dogs in the City are not vaccinated against rabies or
licensed.  A vaccination/licensing clinic is being planned this spring.

Public Works:  Mayor Wolf asked for the landfill inspection report.  Bob Titus said he
had not done one.  Mayor Wolf suggested that written reports be turned in and made part
of the minutes.  Discussion followed regarding what an inspection entails.  Bob said
primarily he checks for blowing papers and whether or not the tarps are completely
covering the trash and noted that other landfills he’s seen have exhibited those problems.
Lance Delgado (in a later comment) stated the City should set the standard for what is
acceptable and not let things go (at the landfill site) based what might be occurring at
another site.  It was agreed that a form should be created that satisfies DEQ requirements,
such as a checklist, to be filled out when inspections are made.  It was also generally
agreed that the Council should take a field trip to the site.  Bob did report that he has
ordered 2 additional tarps for the landfill.

Streets:  Bob Titus reminded the Council that plans need to be made for next year’s street
project.  It was noted that an engineer will be needed to complete the contracts once the
projects are outlined.  It was agreed that Mayor Wolf and Councilor McKinley will meet
with Bob Titus at 9am Wednesday, February 20 to discuss the project.  Mayor Wolf
invited any other interested parties to attend.

Old Well:  Joe Hitz reported that a 4-hour pump test had been performed (on the old
well) but that he did not yet have the final report from Marciel.  It appeared that it started
at 50 gpm, dropped and then stabilized at approximately 140 feet.

Water:  Bob Titus reported that a flow meter has been installed to continuously measure
water from the galleries before it reaches the overflow point.

7:00  Office:  Diane Clingman reported that in order to implement the new utility billing
program, amendments to the water and sewer ordinances will need to be done.  Besides
the development of a consistent collections policy, changes are needed to correct some
discrepancies in the current system of billing.  She explained that the task has become
overwhelming and that help from a member of the Council is needed.  It was suggested
that Anna Bass be contacted to see if she would have time to assist.  It was noted that
Diane and Bob would be attending the GASB34 Training given by Oster Professional
Group on February 19 from 1-5 pm.  Anyone else interested was invited and encouraged
to attend.

Landfill Contracts:  It was reported that Butch Goslin had not provided the required
proofs of insurance as requested and that he was complaining about meeting the limits
established in the (signed) contract and ordinance.  Mayor Wolf said he received a call
from Jackie (Goslin) that morning assuring him the certificates would be delivered to the

office prior to the Council meeting.  No mention was made of the limits, just some
confusion over naming the City as additional insured.  Roger McKinley suggested
approaching the bonding agency if the certificates are not provided.  Lance Delgado said
the Council should not negotiate on the insurance limits and the Council agreed.  It was
suggested that the City attorney be contacted as to how to proceed.  MSP:  To contact
the City attorney about what to do and how to proceed, Lance Delgado/Roger
McKinley.

Accounts Payable:  Mayor Wolf questioned why the City is still paying the electric bill
for the tennis court.  It was noted that Anna Bass was looking into the process of giving it
back to the school.  MSP:  To pay the February bills, Lance Delgado/Marvin
Casebeer.

Mayor Wolf said he did not have enough information to do a cost comparison on the
proposed change order for a wireless system to monitor the new center pivot irrigation
system at the lagoons.  He said he would report at a later date.

The Council considered a request from the Grant County Juvenile Department asking the
City to turn over its portion of grant funding ($306) to the county.  MSP:  To waive the
City’s portion of the Juvenile Accountability Incentive Block Grant Program to the
County of Grant for a consolidated county plan, Roger McKinley/Lance Delgado.

7:15  Butch and Jackie Goslin entered the meeting.  Mayor Wolf addressed them
regarding the insurance certificates and they said the insurance company was working on
it.  They also said they were insuring for the required amounts.  Butch stated he has some
problems with certain requirements of the ordinance, but Mayor Wolf assured him the
City was not out to follow him around and pick his business apart.  Mayor Wolf told
them that the insurances need to be in order and copies of proof delivered to the office in
no less than 2 weeks.  Jackie said she would bring in the proof of the Workers’ Comp
Insurance the next day.

Other Business:  It was decided that Anderson Perry should be contacted and instructed
to include a monthly memo detailing the charges on the invoices for the water project.
