CITY COUNCIL MEETING

November 14, 2001

Mayor Wolf called the meeting to order at 6:10 p.m.  The roll was called, all members of
the Council being present.  The pledge of allegiance was recited.

The minutes of the October 24 regular meeting were considered for approval.  It was
noted that an updated version had been distributed to the Council. MSP:  To approve the
minutes of the October 24, 2001 meeting as revised, Mort Rennels/Anna Bass.

Mayor Wolf recognized Dennis Voigt of the Prairie City Athletic Committee who
presented a map of the football field illustrating the portion of 13th street that the
committee is asking the City to vacate for a proposed sports complex.  Discussion
followed regarding whether or not the City can vacate 40’ of the 80’ right of way and still
maintain the other 40’ for easements, etc.  The Council was not clear on who actually
owns the street but it was mentioned that the County had deeded it to the City a few years
prior.  It was generally agreed that the City should check out the details to be certain the
street can be vacated and upon that finding would provide a letter of intent to vacate so
the committee can move forward with the project funding.  It was also noted that perhaps
the request should go to the Planning Commission.

Planning:  No Report

Public Safety:  Dave Welch reported that he has been working on the Emergency
Response Plan by gathering information from the school, mill, forest service and the
residents of the City.  He also reported that a truck had taken out utility lines on north
Main and suggested signs be posted on side streets with low hanging lines.  The Council
suggested he contact the power and telephone companies to see why the lines are not
high enough to accommodate truck traffic.

Minutes November 14, 2001

Public Works:  Bob Titus said he would be on vacation the week of November 19. He
also reported that the supplies for the 4th Street water line replacement project are here.
The Council was reminded that the bids for the wastewater improvement project are due
November 15 by 3:00 p.m. and the bid opening is scheduled for 11:00 a.m. November 16.

Office:  The City Recorder said she would be on vacation the week of November 26.

Accounts Payable:  MSP to pay the October bills, Marvin Casebeer/Roger McKinley.

Landfill:  Mayor Wolf reminded the Council that a formal decision must be made to
either close the landfill or continue operation per the Mutual Agreement and Order.
Discussion followed regarding the concerns of the DEQ and the Council with regard to
maintaining control over the operation.  It was noted that the City must perform regular
inspections of the landfill and report the findings to the Council as a major part of
maintaining that control.  The City Recorder said the BLM had confirmed that the City
may purchase the property for $10 per acre after applying for a sight lease and patent.
The Mayor asked for a motion on the decision.  MSP:  To continue operation of the
landfill and pursue purchase of the property, Mort Rennels/Marvin Casebeer.
Anna Bass opposed.

Karen Jacobs addressed the Council regarding the proposed landscape policy.  She said
she is willing for formulate an ordinance addressing the issue.  Mort Rennels
recommended she go ahead with the project.

Lance Delgado addressed the Council regarding the abatement ordinance and said he is
willing to take the lead in developing a plan to address the problem.  He suggested
putting together a task force to develop a strategy.  Anna Bass suggested he contact the
League of Oregon Cities for information.

Mort Rennels presented a resolution from the County and a letter written by Sam
Hornbeck regarding the acquisition of game tags in Eastern Oregon.  He asked the
Council to write a letter of support to the ODFW requesting residence preference be
established.  MSP:  To write a letter to Mr. Hornbeck supporting his lobby to
request residence preference with regard to the acquisition of game tags in Eastern
Oregon, Marvin Casebeer/Roger McKinley.  It was suggested that copies of the letter
be sent to Senator Ferrioli, Senator Smith and the ODFW.

Mayor Wolf presented ordinance number 8.08 regulating open burning within the City.
It was noted that the second paragraph contained an error and should read “wire mesh or
screen with openings not MORE than ½ (one half) inch.”  The Council questioned why
burn barrel and burn pile hours are different.  The City Recorder explained that the Fire
Chief had made the recommendation.  The ordinance was read once by title and once in
its entirety.  MSP:  To adopt ordinance 8.08 regulating open burning within the City
of Prairie City, Roger McKinley/Marvin Casebeer.

Minutes November 14, 2001

Mayor Wolf introduced ordinance number 1.01 adopting the Prairie City Municipal
Code.  The ordinance was read once by title and once in its entirety.  MSP:  To adopt
ordinance 1.01 adopting the Prairie City Municipal Code for the City of Prairie
City, Karen Jacobs/Anna Bass.

Mayor Wolf said the Council has been asked to recommend a citizen to the Grant County
Library Foundation.  Mort Rennels said Sandy Rennels would be willing if no one else
could be found.  Other names mentioned were Mike Springer and Carla Wright.

Karen Jacobs asked about a letter sent to the City from Dick Haines.  Mayor Wolf said he
had received it but had not followed up on it yet.

Roger McKinley said something should be done about oversized trucks parking in the
diagonal parking spaces on Front Street.  Office Welch said he would check into the
regulations.
