SPECIAL CITY COUNCIL MEETING

OCTOBER 3, 2001

Mayor Wolf called the meeting to order at 6:00 p.m.  The pledge of allegiance was
recited and the roll was called, all members being present.

Mayor Wolf announced the purpose of the meeting was to discuss and determine the
contract provisions for the Water System Improvement Project.  He recognized Brad
Baird of Anderson Perry and Associates who addressed the Council regarding the
contract budget, fees and specific engineering fees and tasks.  He provided handouts
outlining estimated costs done in 1998, 1999, 2000 and 2001 and explained that all costs
are reviewed by the funding agency to check for consistency.

The Council questioned whether or not certain tasks would have to actually be done.  Mr.
Baird said the contract is designed to allow the City complete control and that the
contracts for construction can also be set up to allow for full flexibility to control what is
or is not done.  He said the project can be broken into smaller contracts but did warn that
it would result in higher engineering costs, i.e., preparation of bids and advertising.

He illustrated the concept of the project and touched on the possibility of utilizing one of
the old storage tanks as the chlorine contact point.  He said he would run the math on it
but also noted that it would require extensive piping over rough ground.

Mr. Baird stressed the importance of completing a survey to determine the optimum site
for the system and immediately beginning the process of acquiring the property.  The
Council agreed to allow Anderson Perry to handle property negotiations.  He said the
survey could begin as soon as the contract is signed.

Other discussion included whether or not a pump for the 3rd reservoir is included (yes);
the cost of upgrading from a 450 gpm system to 650 gpm is only minimal; the reasoning
for acquiring all 38 acres when only 2 are needed for the filtration plant is to have control
over the land surrounding the infiltration galleries.  It was also noted that the amount
budgeted for land/right of way acquisition does not include a well site.  It was restated
that the City will retain complete control over the project.

Mayor Wolf asked the Council if there were any more questions.  MSP:  To sign the
agreement for engineering services offered by Anderson Perry and Associates for
the Water System Improvements Project, Anna Bass/Roger McKinley.  Mort
Rennels opposed.
