CITY COUNCIL MEETING

September 12, 2001

Mayor Wolf called the meeting to order at 6:00 p.m.  The pledge of allegiance was
recited and the roll was called.

The minutes of the August 28, 2001 meeting were considered for approval.  Karen Jacobs
noted that the minutes did not reflect when Roger McKinley joined the meeting.  The
Recorder checked her notes and added “Roger McKinley joined the meeting at 7:07
p.m.”  MSP:  To approve the minutes of the August 28, 2001 meeting as corrected,
Marvin Casebeer/Anna Bass.

Mayor Wolf recognized Melanie DeJong who addressed the Council regarding approval
of a full on-premises liquor license for Ferdinand’s Restaurant.  She explained the
restaurant would not be encouraging a typical bar atmosphere, but that of a dinner house
by serving alcohol primarily with meals.  MSP:  To approve the request for a liquor
license for Ferdinand’s Restaurant, Marvin Casebeer/Roger McKinley.

Mayor Wolf asked the Council to read a letter submitted by Lance Delgado expressing
interest in serving on the City Council.  It was noted that Lance was not at the meeting
due to fire watch and the Council would wait on a decision until he could be in
attendance.

Mayor Wolf recognized Paul Daniello of the DEQ regarding the Mutual Agreement and
Order he had presented to the City for signature.  Mr. Daniello asked if the Council is
comfortable with the compliance schedule or had any concerns or changes.  It was noted
that the September 30, 2001 date for a letter of intent regarding solid waste management
may have to be changed and that the Recorder or Mayor would contact him in the next
few days.

Mayor Wolf recognized Jim Carpenter who said he is the attorney for Butch Goslin of
Hank’s Sanitation regarding the contract for operation of the landfill and the franchise to
pick up solid waste.  The Council had copies of the documents that contained proposed
changes made by Mr. Carpenter as well as recommendations by Bruce Lumper of the

DEQ.  The Recorder said she had gone through the proposed changes with the City
attorney earlier in the day and had notes on her recommendations.  The changes were
addressed by the Council (noted on contract copies) and will be referred to the City
attorney for review.  It was suggested that the attorneys meet to discuss the matter.

Mayor Wolf recognized Lance Delgado who had joined the meeting during the landfill
contract discussion.  He thanked him for his interest in filling the vacant Council position
and asked him to address the Council.  Lance expressed his fondness for the Prairie City
area and interest in becoming more involved in the community.  Council members
Casebeer and McKinley questioned him regarding his stance on environmental and
timber issues.    MSP:  To appoint Lance Delgado to the vacant City Council
position, Roger McKinley/Marvin Casebeer.

Planning:  No Report

Public Safety:  Officer Welch said the Cycle Oregon riders would be back in town on
Saturday, September 15 and to expect some traffic congestion.  He said the reserve
officer, Richard Gray, would be leaving the department to take a job with the Sheriff’s
Department so another reserve will be needed.  It was noted that the dog control officer
would be receiving some additional training toward that end.

Public Works:  Bob Titus said the old well is dry and possibly in need of some
rejuvenation but the water supply seems to be holding steady.

He said he would be meeting with George Winegar Friday, September 14 regarding the
street project which is scheduled to begin Monday, September 17, 2001.  Roger
McKinley said he would like to be present at the meeting.

Karen Jacobs made a suggestion that the City approach the PCCA about sharing the cost
of lights to illuminate the new mural.  Mayor Wolf said he would bring it up at the next
PCCA meeting.

Office:  Mayor Wolf said City County Insurance will require a resolution confirming the
City’s acceptance of coverage.  A notebook has been provided outlining services and
coverage and is available for review by the Council.  The resolution will be presented at
the next meeting.

Accounts Payable:  Anna Bass asked Officer Welch if the Primedia training program is
being utilized by the fire and police departments.  Officer Welch said it is available to
both departments as well as emergency responders.  He said it will be used for the new
reserve training.  MSP:  To pay the September bills, Marvin Casebeer/Anna Bass.

Other Business:  It was noted that the DEQ is requiring a copy of the site lease from the
BLM for the property being used for the landfill but it appears there is no lease.  The
Recorder said she found correspondence from 1994 through 1999 regarding the
conditions of acquiring a lease which included that in order to do so the City would either

have to be actively pursuing closure of the site or be in the process of acquiring a patent
(purchasing the property.)  It was noted that the BLM offered to sell the property for the
appraised price of $28,000 in 1999 but no deal was made.  There is no record of a lease
being negotiated beyond that time.  The Recorder said she will continue to investigate but
noted this is another glitch in providing a letter of intent to the DEQ.

The contract with Anderson Perry was considered for approval.  It was suggested that
Brad Baird come to yet another meeting to explain the services.

The Recorder advised the council that as requirement of the Special Public Works Fund
Technical Assistance Award, the council is must formally accept or act on the
Preliminary Engineering Report for the Industrial Site (provided by Sisul Engineering in
June.)  MSP:  To accept the Industrial Site Feasibility Study provided by Sisul
Engineering, Anna Bass/Roger McKinley.

Councilor Jacobs suggested the City make a donation to the disaster relief efforts for the
attack victims of New York City.  Anna Bass said the City of John Day is contributing
$100 and Grant Union is coordinating a donation program.  MSP:  To donate $100 to
disaster relief, Mort Rennels/Karen Jacobs.
